What is the office you are running for?
Montgomery County Appraisal District Board
Why are you running for this office and what do you hope to accomplish?
1) To serve our community 2) Become an agent of change to represent the taxpayers instead of the taxing entities.
What qualifications are desired for MCAD BOD members and do you have experience in that area?
MCAD BOD Qualifications To determine the appropriate value of property in the taxing authority's appraisal district -I was a mortgage broker and understand property valuations. I own both private and commercial properties and track their appraisal rates....
This MCAD BOD position is a county wide elected post by the voters, as opposed to being appointed by taxing authorities. What is the significance of this?
This is an elected position, and I believe every Appraisal District board position should be elected. When an MCAD board position is appointed by a taxing entity, it is too easy for that member to represent the appointing taxing agency and not the actual taxpayer. ...
Name three key things the MCAD BOD is responsible for
Hiring the Chief Appraiser Adopting an annual budget Appointing Taxpayer Liaison...
What is the relationship between local taxing units and appraisal district? Should the County Appraisal District (CAD) independently assess property value without any input from local taxing units?
The relationship between local taxing entities and the Appraisal District is that the taxing entities set the "RATE". While the Appraisal District sets the "valuation" of the appraised property. The taxing entities should have no input at all on the assessment of property values.
Have you ever protested your appraised evaluations? If elected what would suggest to help homeowners navigate appraisal process?
Yes, I have protested my evaluations. Make it less complicated and get to final decisions more quickly. ...
How would you ensure Montgomery County Appraisal District (MCAD) is completely transparent and the public understands how market values are derived?
Valuations and calculations should be available to the public in an easy-to-find and easy-to-understand format. I would like to see Appraisal District public education workshops continue in various areas of the county.
On the MCAD budgets what standards would you use to ensure that money is spent in a cost effective and constructive manner?
I would like to see zero-based budgeting in government budgets. Budget increases should never exceed inflation/population growth rates.
If MCAD would like to purchase a new service or hire someone new that is not budgeted, how would you handle non budgeted items?
Ideally, existing budgeted monies would be shifted to the new item. Just like budgets in the private sector, you must work within the budget. The answer "just raise tax rates or valuations" is totally inappropriate.
As a Montgomery County Appraisal Board of Director (MCAD BOD) how will you address that property value assessments are fair across the county and no special treatment is provided to any individuals or businesses?
The integrity of the MCAD board requires one system and one standard be set for all Montgomery County individuals and businesses. We have seen highly suspect situations in the past that some individuals appear to
Because of the high growth in Montgomery County, there is a much higher incident of omitted properties. If elected, how would you address this issue?
While there may not be a single solution, some of these properties could be located by way of utility company hookups (water, sewer, electric, etc.) There might also be a process whereby once located, past due amounts would be billed. The goal is not to get the "MOST" amount of taxes. The goal is to get the "CORRECT" amount of taxes. This includes past due amounts from omitted properties.
Property Values are required to be appraised at market values in January of each year. {Sec. 23.01(a) of the tax code}. In order to make any changes to annual appraisal process, the tax code will need to be updated to provide for greater flexibility in market analysis. If elected how would you address this issue?
Community input and expert guidance
Do you think the various taxing authorities should be able to cut 5-10% from their budgets ?
Yes. Montgomery County’s effective property tax rate is above the Texas and national medians, and its property valuations are among the highest in the state, leading to relatively high annual bills to taxpayers. Tax Rates...
Should "comparables" be within a certain distance of protested properties and what is a reasonable distance? Why or why not?
Having been a mortgage lender, I have extensive experience in property valuations. Getting accurate valuations based on "comparables" is both a science and an art. Distance of comparables is sometimes based on "best available data".
How should market values for homes or businesses be derived? Why?
Market values should be derived by best comparable sales available or for recent sale price of the property in question. I would like Texas to move toward a system in which homes are valued at the original sale price until they are reappraised at the time of resale.
Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?
I have done nothing I am embarrassed about. I've had no arrests, convictions, or bankruptcies.
