What is the office you are running for?
Woodlands Township Board
What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?
First, to preserve what works and protect what matters. The Woodlands is one of the best communities in America. I want to protect the quality of life, public safety, parks and green space, property values, and unique character that brought families like mine here. Second, to bring strong fiscal stewardship and accountability to the Board. I believe taxpayers deserve disciplined spending, strong reserves, transparent contracts and land transactions, and measurable value for every tax dollar spent....
What are the three main attributes that make you the most qualified candidate for this position?
Leadership, business experience, and service. I served more than 13 years in the U.S. Army, including combat operations in Desert Storm, Afghanistan, and Iraq. That experience taught me leadership, accountability, and how to make difficult decisions when the consequences matter....
What are the 3 most pressing mobility issues in The Woodlands and what is your preferred solution to each?
1. Congestion on our major corridors. Woodlands Parkway, Research Forest, Lake Woodlands, Gosling and other major routes experience increasing congestion. The Township should aggressively coordinate with Montgomery County, Harris County, TxDOT and regional partners on data-driven improvements, signal synchronization, intersection improvements and projects that relieve bottlenecks without destroying the character of our community. ...
What do you perceive to be the biggest threat to our community within the next 5 years?
The biggest threat is allowing the quality of life that made The Woodlands exceptional to slowly erode through regional growth, increasing crime, congestion, and government spending without disciplined long-term planning. The Woodlands is largely built out, but the region around us is not. That growth will continue putting pressure on our roads, public safety, infrastructure, parks, and services....
What three major changes would you like to see implemented by the Township?
1. Stronger public safety and emergency readiness. Public safety is government's first responsibility. I support prioritizing commissioned law enforcement over unarmed observe-and-report security where appropriate, while ensuring public-safety technology respects constitutional privacy rights. 2. Greater fiscal discipline and transparency. Every expenditure should have a clear public purpose and measurable benefit to residents. Contracts, land transactions and taxpayer-funded programs should receive meaningful public scrutiny. I also want disciplined control of administrative and staffing growth so government does not simply expand because revenue is available....
With The Woodlands reaching full residential build-out, what do you think the Township should do to generate additional non-property tax revenues to maintain services without a property tax increase?
The first response should be fiscal discipline, not higher property taxes. Before seeking additional revenue, the Township should continually examine spending, staffing, contracts and programs to ensure taxpayers are receiving measurable value. For additional revenue, I favor strengthening the commercial and visitor economy that already helps make The Woodlands successful. That means attracting high-value employers, supporting our hospitality, convention, entertainment and retail sectors, and protecting the business environment that generates sales and hotel-tax revenue....
The Woodlands is basically built out, except for some land held by Howard Hughes Corp(HHC). Are you concerned they (HHC) may use that to build multi-family housing? What do you believe are the pros and cons of that?
Yes, I am concerned about additional high-density multifamily development in The Woodlands, particularly where it could fundamentally change the character of a community that was carefully planned and built over decades. Multifamily housing has legitimate benefits. It provides housing options for young professionals, seniors, and employees who want to live near where they work, and it can contribute to the local economy and tax base....
What is your opinion of the property/land swap Commissioner Noack did with Howard Hughes concerning the former Randalls in Grogans Mill Shopping Center with the MoCo So. County Library and Community Center?
I am concerned whenever a transaction involving public property and a major private developer creates the perception that taxpayers may not have received the best possible value or that the process lacked sufficient transparency. I support improving the South County Library and Community Center and believe the redevelopment of the former Randalls property could provide a meaningful community benefit. But a good objective does not excuse a bad process....
Did or would you vote for Flock cameras in The Woodlands? Why or why not?
No, not in their current form. I strongly support law enforcement and using technology to catch criminals, but public safety and constitutional liberty are not mutually exclusive. Flock cameras do more than photograph a vehicle connected to a crime. They can create searchable records of the movements of thousands of innocent people who are not suspected of committing any crime....
What, in your view, are the positive and negative aspects of the Township's current governance structure as opposed to being a city?
The greatest advantage of the Township structure is limited government. The Woodlands has achieved an extraordinary quality of life without creating another full municipal bureaucracy. We benefit from a relatively lean governmental structure, a comparatively low property-tax rate, and partnerships with counties and other entities for services that cities typically provide themselves. The disadvantage is that the Township lacks many powers of an incorporated municipality. We do not control most roads, drainage systems or land-use regulation, and we depend heavily on Montgomery County, Harris County, law enforcement agencies and other governmental entities. That can make accountability fragmented and leave residents asking who is actually responsible when something goes wrong....
Do you think The Woodlands should revisit becoming a city or remain unincorporated? Why or why not (what are some of the pro's and cons)? And if yes, when should incorporation occur and why in that time frame?
The voters rejected incorporation in 2021, and I respect that decision. I do not believe the Board should immediately attempt to reverse the voters by putting essentially the same proposal back on the ballot. The recently amended Regional Participation Agreement with Houston materially changes the situation by providing substantially stronger protection against annexation and greater financial certainty for The Woodlands. That reduces the urgency for incorporation and gives us an opportunity to evaluate our future from a position of strength rather than fear....
What is your opinion of the Woodlands (Gay) Pride's representation in the Woodlands Independence Day parade? With the parade by rule defined as patriotic family-friendly event, should they be allowed to participate?
The Independence Day Parade exists to celebrate America, our independence, and the principles and freedoms embodied in our Constitution. It is also expressly intended to be a patriotic, family-friendly event. I believe those standards should mean something. As a constitutional conservative, I strongly support every American's First Amendment right to express his or her beliefs, including beliefs with which I disagree. But the right to free speech does not create an entitlement for every political, sexual, or ideological cause to be represented in every community event....
What's your position on a Performing Arts Center in the Woodlands and what should the funding source(s) be and at what percentage?
I am open to a Performing Arts Center, but I do not believe property taxpayers should be asked to finance a cultural amenity that cannot demonstrate a sustainable business case. My preference is for the overwhelming majority of funding to come from private investment, philanthropy, naming rights, sponsorships, user-generated revenue, and other non-property-tax sources. I would not commit taxpayers to an arbitrary percentage before seeing the complete financial model....
Commissioner Riley is actively planning the extension of the Mansion's Way parkway. What should the Township do, if anything, to prevent a flood of cut-though traffic on Woodlands Parkway?
The Township should aggressively oppose any regional transportation plan that turns Woodlands Parkway into a cut-through corridor at the expense of our residents. Because the Township does not control most surrounding roads, the Board must work with Montgomery County and other responsible entities before the project is completed. I would demand updated traffic-impact modeling showing exactly how the extension would affect Woodlands Parkway, our intersections, and surrounding neighborhoods, and advocate for design changes and mitigation where necessary....
The township budget funds all reserves 100% yearly. What is the current surplus and should any of it be returned to the residents or retained in a rainy day fund and if so, how much and why? Any other options for the surplus?
Government should maintain prudent reserves, not accumulate taxpayer money simply because it can. I support maintaining the Township's required reserves and sufficient funds for genuine emergencies, known liabilities, and responsible capital needs. But once those obligations are fully funded, recurring surplus belongs morally to the taxpayers who produced it....
Should the township be funding non-profit organization events such as Interfaith luncheons, senior pick-up services, Education for Tomorrow luncheons, etc...with tax dollars? Please explain.
As a general principle, no. Taxpayers should not be compelled to financially support private organizations or their luncheons, fundraising events, or advocacy simply because the organization serves a worthy cause. There is an important exception when the Township contracts with a nonprofit to provide a legitimate Township service more efficiently or economically than the government can provide it itself. In that situation, taxpayers are purchasing a defined service, not making a charitable donation....
What do you think the Township Board should do with the property formerly occupied by GE Betz Laboratories, on the Southwest quadrant of the intersection of Grogans Mill Rd and Lake Woodlands Blvd.
I would retain this strategic Township-owned property unless and until there is a compelling proposal that clearly benefits residents. I would strongly oppose a sweetheart deal, one-sided land swap, or disposal of the property merely to facilitate private development. The site could potentially support a performing arts center, green space, hospitality, parking, or some combination of uses. But government should not begin with a desired developer or project and work backward....
With new legislation (HB347) prohibiting annexation of smaller communities by larger/adjacent cities unless approved by voters, is The Woodlands still obligated to pay-off Houston ($1 million) and Conroe ($500,000) for that purpose?
The passage of HB 347 strengthened Texans' right to vote before being annexed, which I support. Government should not be able to simply absorb a community against the will of its residents. However, statutory changes do not automatically extinguish contractual obligations previously undertaken by The Woodlands. Those agreements must be evaluated and resolved according to their actual legal terms....
What are your thoughts about the community using the board to promote certain social justice agendas? Should the board maintain neutrality since they represent broad views of all residents?
No. The Township Board should not be used to promote DEI, identity politics, social-justice movements, or any other ideological agenda outside the legitimate functions of local government. Our Constitution protects the right of every citizen to advocate for those causes privately. I will defend that right even when I disagree with the cause. But there is no constitutional right to have government endorse your ideology or force your neighbors to subsidize it....

Is there anything in your background of an embarrassing nature that should be explained? Arrests/Convictions? Bankruptcy?
No. I have no arrests or criminal convictions and have never filed for bankruptcy. Like many people who have taken risks in business and public life, I have experienced setbacks and challenges. I believe in personal responsibility, facing adversity directly, and being accountable for my decisions.
