About the Candidate

My name is Keith Miller. I’m a lifelong Willis resident, a proud parent, and a small business owner. For over twenty years, I’ve managed complex infrastructure and kept large-scale projects on time and strictly on budget. My background blends heavy commercial construction oversight with specialized expertise in security systems, surveillance infrastructure, and emerging technologies—giving me a practical, hands-on understanding of facility hardening, access control, and operational safety. I answered the call to run for Willis ISD Position 4 because our community is facing historic growth, and we cannot afford business-as-usual oversight. I’m running to bring real-world fiscal discipline and technical know-how to our district: supporting our campuses through modern safety measures, ensuring fiscal responsibility and disciplined oversight of taxpayer funds, and fulfilling a school board member’s duty to set high standards and provide the governance our superintendent needs to drive district-wide excellence—all while making sure parents have a respected, leading voice in their children’s education. The Willis community built me, and I’m ready to serve it with common sense, accountability, and a clear vision for our schools.

What is the office you are running for?

Willis ISD School Board

What are the three main reasons why you think you are the best candidate running for this Board position?

Professional Security, Construction, and Procurement Expertise: Student safety is the absolute foundation for learning, and setting proactive policies backed by smart resource allocation is a core responsibility of the board. With Willis ISD investing millions into campus growth and security upgrades, my career as a commercial Senior Project Manager specializing in critical infrastructure—including enterprise access control, surveillance, and network systems—provides direct, hands-on insight to evaluate vulnerabilities and ensure facilities meet the highest standards. Furthermore, my understanding of public procurement policies, bidding requirements, and compliance procedures ensures contracts are executed legally, ethically, and with complete fiscal accountability, safeguarding taxpayer dollars while delivering safe, secure environments for our students and staff. District Success — Fostering Academic Achievement, Innovation, and Measurable Growth: The board’s primary role is to govern for educational excellence. I am committed to supporting a rigorous, back-to-basics traditional curriculum, expanding Career and Technical Education (CTE) pathways, and equipping our teachers with the structured tools they need. Every Willis ISD graduate should leave our classrooms truly college, career, and workforce ready, fully prepared to succeed and bring real prosperity to our community....

What are the three biggest challenges facing the board and how would you address these challenges if you are elected?

Comprehensive Campus and Student Safety: Keeping kids and staff safe is the absolute foundation for learning and a continuous responsibility in modern society. I will apply my professional background in physical security systems to help ensure our facilities have reliable access control and enterprise surveillance standards, while supporting strong coordination with local law enforcement and raising community awareness around digital safety risks. Academic Outcomes and Foundational Curriculum: Our current academic challenges are the direct result of past mismanagement, which left student performance among the lowest in the area. Under current leadership, however, Willis ISD is turning a critical corner. I fully support the superintendent’s implementation of a unified districtwide curriculum—an effort that has already earned recognition through honors like our Bluebonnet Award. Moving forward, I will continue to back the superintendent’s focus on rigorous, traditional academics—reading, writing, mathematics, and science—alongside expanded Career and Technical Education (CTE) pathways. Our classrooms must remain focused on educational fundamentals and teacher support, rather than the costly outside consulting programs of the past that created barriers instead of results....

Would you actively pursue a third-party financial audit of the Willis ISD if elected?

While Willis ISD has made meaningful progress and implemented much-needed corrective measures under our current administration, an independent third-party financial audit remains an important step for long-term transparency and accountability. A comprehensive audit provides our current leadership with a clear, verified baseline to build on, while ensuring that past procurement missteps and questionable consulting costs remain firmly in the rearview mirror. Periodic external audits are simply sound business practice: they validate ongoing improvements, ensure strict compliance with state regulations, and guarantee Willis taxpayers that their hard-earned dollars are directed where they matter most—into our classrooms, teacher support, and student safety.

What should a parents' role be in their children's education?

Parents hold the fundamental right and primary responsibility to direct the upbringing, education, and moral development of their children. Their role requires an active partnership with schools rooted in full transparency, access to instructional materials, and meaningful input on curriculum and policy. Schools must respect parental authority, uphold administrative accountability, and ensure parents remain the foremost decision-makers in their children’s academic journey and well-being.

What is your opinion of programs such as Common Core curriculum? Critical Race Theory? Social Emotional Learning? International Baccalaureate?

I strongly oppose programs that replace core academic instruction with progressive ideology or top-down federal standards. Willis ISD must remain grounded in Texas-based TEKS standards, classical academic principles, and real workforce preparation. Common Core: Texas rightfully rejected Common Core, and I will ensure it stays out of our classrooms. We need straightforward, traditional methods that build strong foundational mastery in math, reading, science, and history....

Do you believe the school board should be able to remove sexually explicit material from libraries and classrooms?

Yes, absolutely. The school board is elected by the community to establish policy, protect children, and provide good governance. I do not agree with or support sexually explicit material, period—and it has absolutely no place in our public schools. Classrooms and school libraries exist to educate children, build character, and foster academic achievement.

Will you work to remove harmful materials as defined in Texas penal code 43.24 from all school property? Additionally, do you support removing the “educational exemption” from this law?

Yes. Protecting children from material legally classified as harmful to minors under Texas Penal Code 43.24 is a fundamental duty of public schools. I fully support auditing and removing any materials that meet this legal threshold from school libraries and classrooms. Furthermore, I support eliminating the 'educational exemption,' as educational institutions should be held to the same legal and ethical standards as any other entity regarding the letter of the law.

The State of Texas has passed laws banning the social transitioning of children in schools. Will you enforce this law as a member of the board and protect students from woke gender ideology?

Yes, without hesitation. As a school board trustee, I take an oath to uphold Texas law, and that includes enforcing state bans on the social transitioning of minors in our schools. Public school personnel should never facilitate alternate names, pronouns, or social transitions behind parents' backs. Parents are the ultimate authority in their children's lives, not school staff or outside activists. I will ensure Willis ISD policies strictly comply with Texas law, respect parental rights, and keep radical gender ideology completely out of our classrooms and hallways.

Do you support allowing all students to use bathrooms, showers and locker rooms, as well as participate in sports, based on the gender with which they identify, not the sex they are assigned to at birth? Please explain.

No, I do not support this. Biological realities and basic common sense must govern our schools. Restrooms and Locker Rooms: Separate facilities based strictly on biological sex are essential to protect the modesty, physical safety, and fundamental privacy of our students—especially our girls. Expecting young women to share intimate spaces with biological males is completely unacceptable. Athletics: Title IX was established specifically to create safe, fair, and competitive athletic opportunities for biological women and girls. Allowing biological males—who have inherent physiological advantages in strength, bone density, and lung capacity—to compete in female sports destroys fair competition and safety. Willis ISD must stand firm on biology and fairness.

Do you believe there are two genders? If not, how many are there?

Yes. There are two genders—male and female. This is a scientific, biological, and biblical truth, and our school policies and academic instruction should reflect that basic reality.

What is your position on implementing a gender fluidity policy to remove all gender subject matter books & materials from Willis ISD?

I fully support implementing clear, decisive policies that eliminate gender fluidity and gender ideology materials from our libraries and classrooms. Public schools exist to teach foundational academics—reading, math, science, history, and workforce skills—not to influence young children with subjective theories on gender identity. Taxpayer-funded campus resources should remain age-appropriate, academically sound, and free from ideological agendas that undermine American values.

Do you believe a teacher should be required to use a student’s preferred pronoun?

Teachers should never be compelled by district policy or administration to use unnatural pronouns or affirm gender theories that violate their personal, religious, or moral convictions. Compelling speech infringes on educators' First Amendment rights and undermines Texas law prohibiting school-assisted social transitioning. Our teachers should be focused on teaching core subjects and preparing kids for the future, not walking on eggshells over ideological speech mandates.

Should the SBOE (State Board of Education) have total & final authority on what teaching materials are used in the classroom? Please explain fully.

I support strong State Board of Education standards to establish state-wide guardrails against political and ideological curriculum, but ultimate classroom oversight must remain anchored in local control. The SBOE should set rigorous, high-quality TEKS standards and vet state-approved textbook lists. However, our locally elected school board, working in close transparency with Willis parents and teachers, must retain the final authority to select materials that reflect our community’s conservative values. State oversight ensures quality; local control protects our community from top-down government overreach.

How much access do you believe parents should have to their children's curriculum? classroom? teacher? online?

Full, unrestricted access. Parents have a fundamental right to inspect their children's curriculum, lesson plans, syllabi, and supplemental reading lists at any time.

The Supreme Court of the United States recently ruled that states may ban boys from participating in girls’ sports. As a member of the school board, how will you protect female students?

I will vigorously enforce Texas law and UIL regulations requiring athletic participation to be based strictly on biological sex. Title IX was established to guarantee young women fair, safe, and competitive opportunities. Allowing biological males to compete against biological females undermines fairness and places female athletes at serious risk of physical injury due to distinct biological differences in strength and physical development. In Willis ISD, female sports will remain exclusively for biological females, and our female athletes will always have their privacy and safety protected in restrooms and locker rooms.

Would you, individually, take public, overt steps to have pornography removed from Willis ISD classrooms, libraries and campuses?

Yes. Pornography in general directly violates my Christian faith and personal moral values, period—and it has absolutely no place in our schools or in the hands of children. If any sexually explicit or pornographic materials are identified in Willis ISD, I will take direct, public action from the board dais to ensure they are immediately reviewed and removed, and I will enforce strict vetting policies to keep them off our campuses.

Are you now or have you ever done business with Willis ISD or a Willis ISD official? Please elaborate.

No. In my personal capacity and through my business, I have not held a contract with Willis ISD.

What curricula and/or subjects do you think should be prioritized in setting up every student for future success?

Curricula should balance academic rigor with real-world workforce readiness. Priority must be given to core foundational mastery—intensive reading comprehension, articulate written and oral communication, quantitative reasoning, and civics—paired directly with practical application. Alongside advanced academic tracks, schools must require comprehensive personal financial literacy (budgeting, taxes, credit, and investing) and expand robust Career and Technical Education (CTE) pathways. Whether students pursue a four-year university, skilled trades, or direct entry into the workforce, mastering analytical fundamentals alongside tangible life skills ensures every graduate is adaptable, self-sufficient, and career-ready—because education builds the future of society.

Would you be in favor of returning the pledge of allegiance to the American flag each morning in the public schools?

Yes, absolutely. Reciting the Pledge of Allegiance to both the American flag and the Texas flag—followed by a minute of silence—is required by Texas law and is a vital civic tradition. Honoring our nation's flag fosters respect, shared patriotism, and gratitude for the constitutional freedoms and sacrifices of our veterans and service members.

Do you believe the Bible should be returned to the public school library? How would you implement that?

Yes. The Bible is not only a cornerstone of world history and Western civilization, but it is also the moral foundation of our nation's heritage and legal system. Restricting the Bible from school libraries while permitting secular and modern literature is unacceptable. I support including the Bible in our school library collections as an essential historical, literary, and foundational reference text accessible to all students.

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcies?

Approximately ten years ago, I was arrested for a DWI. It was an isolated lapse in judgment, and it is the only time in my entire life I have ever been arrested or faced legal trouble. I took immediate and full accountability for my actions, complied with all court requirements, and the matter was fully resolved and closed. More importantly, that experience became a defining turning point in my life. Rather than making excuses, I used it as a powerful lesson in personal responsibility, humility, and leadership. It motivated me to completely reevaluate my life and make a permanent personal commitment to total sobriety—I gave up alcohol entirely and haven't touched a drink since. Navigating that mistake head-on shaped the disciplined, grounded, and accountable man and leader I am today, reinforcing my deep commitment to integrity, mentoring others, and serving our community with an upright heart.
