About the Candidate

Short JP Campaign BIO Scott Carson is Willis through and through — born and raised in the community and now raising his own family here. A Willis High School Class of ’99 graduate, Scott married his high school sweetheart, Sara, a nurse who has served the community for more than two decades. Together, they have spent 28 years building a life rooted in faith, hard work, and a genuine love for people while raising two sons who reflect those same values. Scott has devoted his entire adult life to public service. His professional experience includes work as a Correctional Officer with the Texas Department of Criminal Justice, a Law Enforcement Officer, a Retail Asset Protection Associate, and 13 years of federal service with the U.S. Postal Service, followed by continued service with the Montgomery County Sheriff’s Office. Across every role, Scott is known for listening first, remaining calm under pressure, and treating everyone with fairness, dignity, and respect. ...

For which Texas or District Courts Race are you a candidate?

JP Court - MoCo Pct 1

Why are you seeking this bench and what 3 primary goals do you plan to accomplish if you are elected

“I’m seeking the Justice of the Peace bench because I want to serve my community in a way that combines fairness, integrity, and approachability. Over the past several months, I’ve attended many JP court sessions, and one thing became very clear: going to court can make people nervous, intimidated, or...

Please describe the qualifications and experience that make you the best candidate for the office you are seeking.

I believe my experience and community roots uniquely prepare me to serve as Justice of the Peace. I’ve spent my career in public service — as a Correctional Officer with TDCJ, a Law Enforcement Officer, a 13- year federal employee with the U.S. Postal Service, and now with the Montgomery County Sheriff’s Office....

As a judge, what do you believe the goals of the criminal justice system should be?

As a judge, I believe the criminal justice system should be fair, hold people accountable, and keep our community safe. Everyone who walks into the courtroom deserves to be treated with respect and heard. Justice isn’t about being harsh or lenient — it’s about doing what’s right, protecting the community, and...

Please describe your judicial philosophy.

My judicial philosophy is simple: fairness first, integrity always, and respect for every person. I believe a judge’s role is to apply the law consistently, listen carefully, and treat everyone who comes into the courtroom with dignity. I strive to make the court a place where people feel heard, where decisions are...

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

The most significant issues in this race are ensuring fairness, accessibility, and trust in the JP court. Many people are nervous or intimidated when they have to come to court, and too often they don’t fully understand the process. That can make an already stressful situation even harder....

Please explain your view of recidivism and how it affects the sentences you (would) give.

I see recidivism as one of the biggest challenges in our courts because repeat offenders affect not just themselves, but their families, victims, and the community at large. As a people’s judge, I will handle cases with impartiality and responsibility — holding people accountable...

CSPOA says "Civil forfeiture laws pose one of the greatest threats to property rights in the nation today..." How should these Civil Forfeiture issues be addressed?

I believe protecting property rights is fundamental, and civil forfeiture laws, when misused, can threaten those rights. People should not lose their property without due process or a clear connection to criminal activity....

To what extent do you believe the state or federal government should be able to obtain court orders directing parents to do things for their children that the parent does not believe should be done?

I believe parents are the primary decision-makers for their children. The government should only step in when a child’s safety or well-being is truly at risk, not to override a parent’s judgment or beliefs. As a Justice of the Peace, I would carefully review any court orders involving parental decisions to ensure...

You are asking for the Republican nomination, what have you done to give back to the GOP?

“I’ve always been proud to support the Republican Party because it stands for faith, personal responsibility, and limited government — values I live every day. I’ve volunteered at local GOP events, supported candidates who share these principles, and worked to engage our neighbors in the political process....

Are you an active member of a conservative group? Which ones? How long and in what capacity?

I am currently an associate member of the North Shore Republican Women, an associate member of the Liberty Belles of Panorama, and an associate member of the Lake Conroe Area Republican Women.

What is your opinion of the Paxton case? Is there anything that should have been handled differently?

“My view is simple: the law must be applied fairly and consistently, no matter who is involved. Everyone deserves due process, and every allegation should be handled with integrity and transparency. If there were ways the process could have been clearer or more efficient, the goal should be to strengthen...

Are the United States and Texas constitutions living documents? Please answer in the context of Progressivism versus Originalism.

I believe the U.S. and Texas constitutions are foundational documents meant to protect our rights and limit government, and they should be interpreted according to the original intent of the framers. They are not meant to be changed to fit modern trends or political pressures....

Should the state license barbers? Lawyers? Why or why not?

I believe the state should license professions where public safety, trust, or legal responsibility is directly at stake, like lawyers, doctors, or electricians. Licensing ensures standards, accountability, and protection for the public....

Do you think judges should be elected by the people or appointed by a commission?

Elected by the people

Please describe the best way for the average voter to determine which judicial candidate is best.

The best way for the average voter to determine which judicial candidate is the best is to look at their experience, qualifications, and track record of service. Voters should consider: Professional Background – What legal or public service experience does the candidate have? Have they...

What are the limits of federal judicial review as far as the 10th amendment is concerned?

“The 10th Amendment makes it clear that powers not specifically granted to the federal government belong to the states and the people. Federal judicial review cannot override state authority in areas reserved to the states under the Constitution....

What area of Criminal Justice needs the most urgent reform? What have you done to promote reform?

I believe one of the areas in criminal justice that needs the most urgent reform is recidivism and ensuring accountability while giving people a real chance to change. Too many individuals cycle in and out of the system, which impacts families, victims, and the community....

How is the preamble "Humbly invoking the blessings of Almighty God, the people of the State of Texas, do ordain and establish this Constitution." applicable to Texas Courts?

The preamble to the Texas Constitution humbly invokes the blessings of Almighty God, reminding us that government exists to serve the people and is accountable to a higher moral authority. For Texas courts, this means that justice should be administered with integrity, fairness, and respect for both the law and...

How many days off (from the bench) per year is reasonable for a judge to learn (seminars & workshops) or teach (give educational or motivational talks) or network with other county officials?

I believe the priority of any judge should always be serving the people who come to the courtroom. That said, it’s important for judges to stay sharp, informed, and connected through seminars, workshops, teaching, or networking....

Please list who is endorsing you and what their relationship to you is?

At this time I have not secured any endorsements.

Among the nine justices on the U.S. Supreme Court (SCOTUS), which one do you respect the most, and why? Which one do you respect the least, and why? What judicial philosophy should a SCOTUS Justice have?

Most respected: I most respect Justice Clarence Thomas for his consistency and commitment to originalism. He focuses on the Constitution’s text and history and is willing to challenge precedent when it departs from...

Is there anything in your background of an embarrassing nature that should be explained before your election? (e.g., Arrests/Convictions? Bankruptcies?)

No, there is not anything in my background of an embarrassing nature that I feel should be explained before my election. I've never been arrested, and have maintained a clean driving record my entire adult life. I have not had so much as a speeding ticket since I was a senior in high school. I feel like my integrity...
