Do you think The Woodlands should become a city or remain unincorporated? Why or why not (what are some of the pro's and cons)? And if so, when should incorporation occur and why in that time frame?
Whatever gives The Woodlands more power to face the Montgomery County Commissioners and to the Hughes Corporation (Woodlands Develeopment Co).
If that is the case I would support the conversion into a city.
If that is not the case AND would increse the financial burden to the citizens and property owners I would object it.
What are the three main attributes that make you the most qualified for this position?
1-Being an engineer i think clearly for a living, I dont let my emotions or personal preferences to disrupt what is the best for the
community as a whole. The interests and welfare of the majority prevails over the individual interests.
2-Democratic values, everyone should have the right to express his or her opinion without being ostracised or subject to ridicule.
3-Honesty and indepent judgement to not to follow the herd when my values are in disagrement with the majorty.
Are you in favor of allowing the residents to vote on the incorporation question once the incorporation planning process is complete? Why or why not?
Absolutely but they first need to be given the pros and cons on the decision and as usual the why?
Why do we need to incorporate? Because it sounds more important to be a city than to be a Township?
Because there are some benefits and credits from the federal government that the new city would be entitled to?
Because as a city we could face to the Woodlands Development Company on a better terms to coordinate the
construction of apartment buildings?
Should board members actively engage with other government entities to fight to reduce burdens placed on them by other taxing entities?
Of course they should.
In fact the way that presently they are engaging MC Commisioners and other government agencies is on a disandvantage
since they dont have a voice or vote to make democratic decision because of the lack of power.
This lack of power have converted the Woodlands Board of Directors on a glorified social club to enforce the covenants.
This is the main reason why I am running for Position 2
What are the advantages/disadvantages of Economic Development Partnerships?
The advantages are self evident since the public-private partnerships are a dynamo to generate investments, create jobs and reduce the burden on the residents.
These types of partenerships are a success around the world when the contracts are well written to generate win-win results.
This could be applied to tourism, transporation, maintenance, utilities and public services like law enforcement.
Are you familiar with the FTA grant requirements that enable Federal Funding for the Park and RIde and Trolley services? Would you try to modify those agreements? Why or why not?
These agreements would have to be modified one way or another to incorporate more buses and/or more frequency given the pandemic.
In the future, if the rail from Houston to Dallas make a connection in the Woodlands, that would force to change the routes to feed to the
high speed train instead of going all the way to Downtown Houston on both ways.
