Paul did respond to our questionnaire, but there was an apparent miscommunication in scheduling the interview. There is also very little information about Paul on the Internet, so our analysis is almost entirely based on a review of his response to the questionnaire.

Paul received a rating of 40 due to his:

  • Willingness to grow the size of government
  • Unwillingness to move towards incorporating The Woodlands, meaning that we would likely be annexed by Houston in the future
  • Inability to run a serious campaign (he does not have a website or a facebook page and does not show to many events)

Nonetheless, despite his liberal leanings, he did show a strong interest in fighting crony capitalism and restoring power to the people.

While Paul did answer our questionnaire, he has virtually no presence on the web and does not seem to be campaigning very much.

What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?

The Woodlands is a mature community and needs independent directors who possess core competencies to think strategically about the future of our town. We also need board members who can work as team members with other board members to marshal the voting power of our taxpayers to elect Montgomery County officials who will address the needs of our township. The third reason is I think it is time for The Township Board to submit the annual budget to the Township taxpayers for approval by vote. 

What are the three main attributes that make you the most qualified for this position?

First I am a 26 year resident who is sensitive to resident taxpayer interests. Second I am independent of The Development Company and any business that does business with The Woodlands Township. Third I have an extensive business background managing large complex multidimensional businesses as well as successful startup businesses.   

What three changes would you like to see implemented by the Township?

There are many but the top three are 1. I would require the Township to submit its annual budget to Taxpayers for approval annually. 2. I would require Directors to be completely independent of commercial entities that do business with the Woodlands Township for at least 10 years prior to standing for election. 3. I would like to see The Woodlands Township board stay focused on The Townships mandated scope and stay out of trying to manage areas that exceed their authority. Roads is a good example.

Budget

The township budget funds all reserves 100% yearly. Should any surplus be returned to the residents or retained in a rainy day fund?

Should the township be funding non-profit organization events such as Interfaith luncheons, senior pick-up services, Education for tomorrow luncheons, etc...with tax dollars.

Do you consider the water taxi service an amenity in The Woodlands? If so what level of funding should be paid by taxpayer dollars?

Should the economic development reserve fund serve as a general fund, to go to multiple projects such as ice-rinks, museums, buildings, street repairs etc. or should it be a project specific only account?

Debt

What is the standard the "Township" should set on general obligation debt?

I am fine with the current funding level.

Is the current amount of "county" debt a good or bad thing and why?

Current debt in the county seems reasonable given the enormous growth of the county. Infrastructure for growth is necessary and expensive but Montgomery County has the tax base to support it and rates have never been lower.

Environment

Woodlands founder George Mitchell was arguably the godfather of "sustainable" communities and funded international meetings here to that end. What does that mean to you?

George was a visionary I favor the concept and within reason The Woodlands Township should participate.

Transportation

What are the 2 most pressing mobility issues in The Woodlands and what is your preferred solution to each?

The most pressing mobility issue is not having a single precinct have authority over The Woodlands Township roads etc. To accomplish this I think The Woodlands Township Board should mobilize township voters to elect a county judge who will make it happen. The second is to assure that thee the upcoming bond contains improvements in resident areas of the .Township: yes where the people live. We need improved turning lanes, traffic lights and bike paths on roads. I would accomplish this by opposing the November,15 bond unless some improvements were included. Only $20M of $84M is being spent in The Woodlands and all of that is on projects east of Grogans Mill Rd.  $3.9M is set aside for a bridge over the creek which is not match funded by Harris County.

Did you take a public position on the May 9, 2015 Road Bond, and if so, what was it? And in a few sentences, explain why.

Yes I was against it. I was against it because I did not agree that a Woodlands Parkway extension was a good use of taxpayer money. I was against it because I did not have faith in the commissioners ability to effectively manage and deliver concurrent projects in the five year period they claimed the would do it and it contained non capital expenses which should not be bond funded.

Explain what a RUD is and it's use, if any, to the community of The Woodlands. Also address any negatives.

A road utility district is available under Texas law to build roads within a defined geographic area. To build these roads it can sell bonds which are obligations of the residents of the district. The districts can be open to abused by developers and others.

I would favor specific districts

Are you active with any Tea Party or conservative grassroots organization? If so, list which, how long and what capacity? If not, what's your opinion of Tea Party groups here as to their effectiveness?

Do you think The Woodlands should become a city or remain unincorporated? Why?

I do not think it should become a city. I like the outsourcing model just fine. Our board directors’ top role should be to identify candidates for public office in Montgomery County who will represent the wishes and interests of our taxpayers and get them elected; We pay 43% of taxes in the county and should receive our fair share back.

In this role, you'll be representing both the community & businesses. In the event of a conflict with the Woodlands Development corporation how would handling this situation?
