I was born in New Orleans but moved to Texas in 1985.  I attended Sam Houston State University in Huntsville, Texas where I graduated in 1990 with a B.A. in Criminal Justice - Law Enforcement and Police Science. 

My wife Jeannine and I have been married since 1988 and we raised our family in Montgomery County, Texas right here in the City of Oak Ridge North. We are also long time members of Woodsedge Community Church where I serve as a volunteer. I also currently serve on the boards of two local non-profit organizations which serve our community.

I have been active in local politics for years fighting for Conservative values and advocating for local residents. I am running for Montgomery County Republican Party Chairman to serve my community and I would appreciate your vote.

Questionnaire

General

This is a Republican primary race.  Do you promise, if elected, to abide by the RPT platform?  And if not, please enumerate what problems you have.

Yes, I will abide by the RPT platform.  

My concern over the lack of fidelity to the RPT platform by the current Republican Party leadership in Montgomery County was a motivating factor in my decision to enter into the political arena. 

Do you support current RPT chair James Dickey in full and if not, what do you disagree with?

As long as James Dickey keeps his promise to be transparent and to support and defend the party platform, I will support him. 

Did you support liberal Texas house-speaker Joe Straus?  Why or why not?

NO!.  Joe Straus is the personification of what is wrong with the GOP-e and the line between them and the Democrats is so blurred that I don't see a dimes worth of difference between them.  He is NOT a conservative and he has been log jamming conservative legislation since the first day he took over as Speaker of the Texas House.  He needs to go.

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

I believe that the most significant issues are...

1.  Fidelity to the RPT platform - The fight over toll roads in MOCO is just one example of how the party leadershop here is not following the RPT platform. 

2.  Voter Nullification - We have party leadership here in Montgomery County who, despite the results of referrendums and elections, proceed with unpopular policies and projects. 

3.  Party Unity - Republicans are divided in Montgomery County.  

While I am a political activist, I have avoided publicly saying or posting anything disparaging about fellow republicans here in Montgomery County.  If I don't agree with what someone is doing or saying, I speak with them directly.  It is my sincere desire to have party unity so that we can be effective in implementing the RPT platform in Montgomery County. 

 

Which supreme court cases should Texas just ignore?

I think it is dangerous for states to "ignore" Supreme Court Cases unless they directly conflict with the Constitution of the United States.  

I detest the Roe v Wade decision and I would love to see that overturned and with new medical discoveries regarding fetal viability, pain and stress, I am hopeful that it will be overturned someday soon. Also, had the Heller case been decided differently and conflicted with the Second Amendment, that would have been one that I would have been on board with ignoring. 

I am also awaiting the Supreme Court decision coming in 2018 regarding the Masterpiece Cakeshop in Colorado.  If the Supreme Court decides against the freedoms protected in the First Amendment, I would hope that Texas and other states would vigorously protest that decision up to and including ignoring it. 

There's discussion about making major revisions to the RPT Platform. Please describe the nature of any major changes you support.

While I am not familiar with all of the changes being discussed, the one major change I would support is regarding the selection of Speaker of the Texas House.  The current process gives us RINO's like Joe Straus since it allows for the Dems and GOP-e to collude and subvert the will of the majority of Texas voters.  Elections are important and have consequences and the RPT should do all they can to ensure that elections are free and fair.  Allowing Democrats to influence and manipulate Republican races is a problem and we need to protect the integrity of these elections to the extent that we can.

As a Republican, if you had to give up one of the following core principles, which one would you select first and why? 
a. pro-life;
b. 10% reduction in state, fed, local spending;
c. 2nd amendment;
d. illegal immigration;
e. foreign bases; 
f.  10th amendment

All of these are important to me but foreign bases might be the one I am least committed to.  With the worldwide technology explosion we have experienced and advances in our military capabilities, large bases and massive personnel presence in other countries does not seem as important as it once was. 

For what offices should term limits be implemented?

I think all offices should have term limits,

What distinguishes you from your opponent?

My opponent opposed the Executive Committee's resolution to condemn Joe Straus.  She is also part of the coalition within the Montgomery County Republican Party who has participated in providing cover for those pushing for toll roads here in Montgomery County.  She did this despite the fact that the RPT platform is expressly against toll roads.  

I am an unapologetic Christian Conservative and I will maintain a fidelity to the RPT platform.

 

Please list 3 federal agencies that are popular in our culture and should be abolished

I.R.S. - If we implemented a flat tax or a fair tax, we would have no need for a bloated, corrupt I.R.S..

Department of Education - Education decisions should be local.  Common Core is dangerous in that it can be used to spread disinformation on a massive scale to young impressionable minds. 

H.H.S. - This bloated and corrupt agency stands between patient's and their doctors and has become the arbiter of all things Obamacare which is simply a wealth distribution scheme. 

 

Are the United States and Texas constitutions living documents?  Please answer in the context of Progressivism versus Originalism.

I am an "Originalist" in that I firmly believe that the Constitutions of the United States and Texas mean exactly what they say and not what someone wants them to say.  I reject this notion that we should debate and accept any compromise that deviates from those original texts. 

For some, I have observed that compromise has come to mean that we should accept some middle ground between how progressives want to interpret these documents and what these documents actually say and anyone who does not accept this as "fair" is labeled as intolerant.  Well then, intollerant is a label I will proudly wear in this case.  Those documents mean what they say.  Period!

Taxes

What form of federal tax law do you support and why (e.g., current, flat tax, fair tax, other)?

Intuitively, I would favor a flat tax.  As a Christian, I think that if 10% is good enough for God, it should be good enough for our government. This would seem to be the most simple plan to implement and would also appear to be the least corruptible. 

I know many Republicans favor the Fair Tax but I believe that this just has too many inbedded (hidden) taxes which could damage our ability to compete in a global market.  It would also allow the government to have their thumb directly on our businesses and the Government could easily implement onerous policies which would burden businesses and have a ripple effect on our economy. 

2nd Amendment - guns

Do you believe the Second Amendment grants an individual right or a militia right?

Individual rights. There is no question about the intent of the Second Amendment and we should NEVER compromise on this.

10th Amendment

Please explain your interpretation of the Tenth Amendment and the principle of nullification. Do states have a right of nullification? What should the federal government do if a state attempts nullification?

The intent of the 10th Amendment is to limit the Federal Government from assuming more authority than was expressly listed within the Constitution. It simply settles the matter of when something is not mentioned within that document, the power rests in the hands of the states.  

As I stated earlier, if the federal government attempts to pass laws that usurp the powers from the states and contradict the U.S. Constitution, the states should resist and exhause all avenues to halt such actions.  I do believe in situations where federal laws are drafted to usurp the rights of individuals and the states, the states have a right to nullify.

As far as what should the government do if a state attempts nullification, they should go through the court system and have the case settled before the supreme court.  Anything more heavy handed would certainly result in a civil war and, quite obviously, this would not be good for the country. 

 

Other civil liberty

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, 13 weeks of gestation, birth, 5 days old, 18 years old, etc)? What action, if any, will you take to reflect this in law?

Life begins at conception and I will fight for laws that reflect this belief.

Do you support or oppose federal funding for Planned Parenthood and other agencies that perform abortions, both in the U.S. and abroad (even if they use money derived from other sources)?

I vehemently oppose any funding for Planned Parenthood or any organizations that perform abortions anywhere on this planet. 

Education

Do you support or oppose allowing parents direct the flow of federal education funds (e.g., to their school or home school of choice)? Support? Oppose? Please explain.

I support school choice and I believe that the money should follow the child.  If this were the case, it would certainly cause schools to be more competitive and this would benefit the children. 

On a related note.....I was having this discussion with an educator who had been in the system for about 20 years.  When I told him that the education of the children should be the primary focus of our educational system, he looked at me and said, "This is not about the children. Teachers took these jobs so they could make a decent living and have job security."  I replied, "Therein lies the problem".  

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

Ammend the E.M.T.A.L.A law so that anyone seeking medical care in this country is identified and their legal status is determined.  If they are here illegally, prior to being deported, they should receive the medical treatment they need but the bills should go to their home country or be subtracted from any foreign aid their home country receives from the U.S.  This is their citizen and those bills should not be the financial responsibilty of the American Tax payer. 

The 14th Amendment, which was written during Reconstruction, needs to be clarified to it's intended purpose of settling the citizenship question for the progeny of slaves. The "anchor baby" interpretation needs to be eliminated.

No welfare of any kind for illegals.

Employers knowingly hiring illegals should face stiff fines and penalties.

Sanctuary City leaders should be prosecuted for violating Federal Law and they should not have immunity from civil liability. 

We have immigration laws and we should enforce them. 

 

Transportation

Do you support or oppose the referendum passed by both the MoCo GOP Executive Committee and SREC to allow voters, at the statewide level, to decide in the voting booth whether or not they want a particular toll road?  Why or why not?

YES!.  This was proposed in the MoCo GOP Executive Committee and my opponent, Marisa Rummell, opposed it.  This is one of the main reasons I have entered this race.  Voters should have informed consent and these toll road deals are very suspicious.  If I had my preference, a full investigation into these toll road projects would be conducted.  

Other

What does being a conservative mean to you?

Being a Conservative means that I believe that our rights come from God and not man.  This means that I fight against government overreach and corruption at evey level. It means that I have to stay up to date on what is going on so that I can counter the moves of the Progressives.  It means that I have to find ways to not only anticipate what the next moves of the Progressives might be but also to come up with strategies to go on offense against them.

Conservatives have to be the voice of reason within the Republican Party.  We have to be the ones who understand what is going on and effectively communicate it to those within the Republican Party.  We also have to be able to reach out to those who don't necessarily identify as a Republican and educate them as to why it is important to get involved and why our party is the best hope for this country.
