I was born in New Orleans but moved to Texas in 1985.  I attended Sam Houston State University in Huntsville, Texas where I graduated in 1990 with a B.A. in Criminal Justice - Law Enforcement and Police Science. 

My wife Jeannine and I have been married since 1988 and we raised our family in Montgomery County, Texas right here in the City of Oak Ridge North. We are also long time members of Woodsedge Community Church where I serve as a volunteer. I also currently serve on the boards of two local non-profit organizations which serve our community.

I have been active in local politics for years fighting for Conservative values and advocating for local residents. I am running for Montgomery County Republican Party Chairman to serve my community and I would appreciate your vote.

Questionnaire

General

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

As of November 2018, 14 of the largest 20 counties in Texas had already turned "blue".  When 9 Democrats filed to run for county wide office in Montgomery County in 2017, our County Republican Party did not seem to notice the threat.   However, in June of 2018, a group of Conservatives made changes to the party bylaws so that we could address the threat by uniting a party that had been long divided, converting the party from a social club to a working party and modernizing the party which was lagging far behind the Democrats in the use of technology.  The changes we made were very succesful and I am running to continue building, unifying, modernizing and energizing the party. 

Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have. 

As County Party Chairman, it will be my job to abide by the RPT Platform and I will do so. In areas where I believe the RPT Platform can improve, I will make my argument at the proper time but once the platform is set, we should all abide by it. 

What differentiates you from your opponents?

As of this writing, I only have one opponent.  Since being elected to the party in early 2018, I have been building relationships with members of the party and elected officials in Montgomery County.  I have also been recruiting and helping candidates and I have been on the front lines of establishing party infrastructure and managing party operations.  To my knowledge, my opponent has never attended a County Executive Committee Meeting or an MCRP function nor am I aware of any work that he has done to help our party or get our candidates elected.

Not really a fair question.  I am a Republican as far as party affiliation and as Chairman I will have to abide by the RPT Platform and will do so.   I am a Grassroots Conservative and I allign with the Tea Party on pretty much every issue.  I guess in the broadest sense, I am "Grassroots".

Should Texas GOP limit their elected officials to 8 years or less from the same office, even though it will force some good candidates to leave an office?

I believe in term limits so I would not have a problem with an 8 year maximum.

When you leave office what accomplishment/s do you want to be your hallmark, your legacy, and why?

When I finish serving my time as County Chairman, we will have a well defined party infrastructure.  We will also have a solid bench of people who are active in the party and we will have a succession plan in place.  We will also have the largest, most successful county Republican Party in Texas and we will work with other counties to help those county parties be successful. 

Taxes

What form of federal tax law do you support (e.g., current, flat tax, fair tax, other) and why?

While none of the proposed tax laws I have heard discussed are perfect, I prefer the "Fair Tax" because I think it would eliminate a bunch of red tape.  However, if we did implement the "Fair Tax" it would have to work the same for everyone right from the beginning and I would want to make sure that there was no way for congress to grant carve outs for certain businesses or industries.  

A couple of years ago, a resolution was put forth by MoCo GOP to institute a 20% Homestead Exemption.  Did you support or oppose this and why?

I support the 20% homestead exemption as well as establishing some oversight and reform for our appraisal board.  People need to have a better understanding of why their home values are increasing so quickly and thus driving up their tax burdens.  

2nd Amendment - guns

Do you believe the Second Amendment grants an individual right or a militia right?

Individual right.

10th Amendment

Please explain your interpretation of the Tenth Amendment and the principle of nullification. Do states have a right of nullification? What should the federal government do if a state attempts nullification?

The Tenth Amendment is clear that powers not expressly granted to the Federal Government will remain with the state.  I do believe that states have a right to nullify any unconstitutional, oppressive laws created by the Federal Government. 

The touchstone should always be the Constitution.  If a state is forced to nullify an unconstitutional law created by the Federal Government, I think that all of the American people should make a stand in defense of the constitution and replace the rogue lawmakers. 

Other civil liberty

Do you support or oppose federal funding for Planned Parenthood and other agencies that perform abortions, both in the U.S. and abroad (even if they use money derived from other sources)?

Planned Parenthood and any other organization involved in the murder of babies should not receive one red cent of federal funding.

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

At conception, that baby has a unique DNA.  It is a person. I will support any legislation put forth to protect life at conception.

Education

Do you support or oppose allowing parents direct the flow of federal education funds (e.g., to their school or home school of choice)? Support? Oppose? Please explain.

The money should follow the child and the parents should be able to make the choice on how to best educate their children. Right now, the public school system is an indoctrination tank where children are being taught what to think and are no longer taught how to think.  This has caused  problems that will take us a couple of generations to fix but it must be fixed if this nation is going to survive. 

Ethics

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

Of course. They are the best representatives of the people in their neighborhood and should be able to support whomever they want to support. This should be transparent to their constituents as well.  I was absolutely appalled at the practice of Precint Chairs being allowed to vote anonymously on important issues that affect their respective precincts.  I believe that the people a Precinct Chair represents have a right and need to know who their elected Precinct Chair supports and where they stand on important issues.  

What's your impression of GOP Speaker Dennis Bonnen after he was caught offering a Quid Pro Quo to Empower Texans Michael Quinn Sullivan?  Should Speaker Bonnen resign?  Should he suffer legal ramifications for his action/s?

Bonnen should have resigned for the quid pro quo offer but the subsequent cover-up was just as bad or worse.  He should not only resign as Speaker but should also resign from the House entirely because he has no credibility whatsoever at this point.  If ANYONE violates the law, they should suffer the legal ramifications.

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

No!

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

First, we just need to enforce our existing immigration laws.  Next, we need to remove all incentives for people coming here illegally and do away with birthright citizenship for the children of illegals.   We then need to strengthen penalties for those who hire illegals and make it economically unfeasable for them to do so.  While we are doing all of this, we need to build the wall.  

Amnesty comes in many forms.  What's your view as it pertains to Texas?

There should be no amnesty for anyone illegally entering the country and birthright citizenship should not be conferred upon the children of illegals.  I want everyone who wants to be in this country to come here and pursue their own American Dream.  Howevever, we are a nation of laws and they should come here legally and contribute to this country.  

Transportation

Do you support or oppose the referendum passed by both the MoCo GOP Executive Committee and SREC to allow voters, at the statewide level, to decide in the voting booth whether or not they want a particular toll road?  Why or why not?

Yes. I do support that referendum (resolution) because the people who will be paying the bill should be the ones making the decision. The last toll road project in Montgomery County was opposed by about 95% of the voters and yet members of our Commissioner's Court made the decision to build it anyway.  That whole process reeks of corruption and until it becomes more transparent and the people who will be paying the bills get to decide, there should never be another toll road built in Texas. 

Did you take a public position on the May 9, 2015 Road Bond, and if so, what was it? And in a few sentences, explain why.

Yes, I vigorously opposed that road bond because I was, and still am against the Woodlands Parkway extension.  I just believe that once we have highways criss-crossing the Woodlands, it becomes a pass though community and loses all of it's character.  I live just across the highway from the Woodlands so this would also affect me greatly.  That 2015 Road Bond was one of the main reasons I became an activist here in Montgomery County.

What does being a conservative mean to you?

As a Conservative, I believe that our "rights" come from God and that the animated adventure of a life of individual liberty and responsibility is how man is supposed to live. I believe in the value of the traditional family structure and American exceptionalism. I also believe in having only a very small yet efficient government.

Do you support the Montgomery County Republican Party By-Laws as adopted by the CEC on 6/26/18?  And if not, why not?

Support them?  I helped write them and then I helped lead the fight to defend them in front of every relevant venue including the court of public opinion.  I was also the author of the RPT 8K Complaint against our party Chairman for his refusal to obey the laws of our state and the bylaws of our party.  The fact that I am running for County Chair should demonstrate in no uncertain terms that I am fully committed to the new bylaws and I have sacrificed much in their defense.
