State Representative Steve Toth is a small business owner representing South Montgomery County in the Texas House of Representatives. With a background in business consulting and construction, Toth has been quoted in the Houston Chronicle Business section and his construction firm has been featured several times in his industry’s trade publications. He and his wife currently run My Pool Xpert, a pool service company.

Steve and his wife of 37 years, Babette, have three children, and are grandparents to twins. The Toths have lived in Montgomery County for over 20 years. As an ordained minister, Steve served as a family life pastor at Fellowship of The Woodlands (now known as The Woodlands Church) and teaching elder at WoodsEdge Community Church. He currently serves as chairman of the board of Mighty Oaks Foundation, ministering to veterans with post-traumatic stress disorder (PTSD).     

Representative Toth was first elected to serve House District 15 in 2012, and was re-elected in 2018 and 2020. In the Texas House, Representative Toth passed the CSCOPE Transparency Act which led to the eventual elimination of this Common Core in Texas schools. Rep. Toth gained a reputation as a stalwart conservative by authoring the Texas Firearms Protection Act to stop federal overreach in Texas. Toth has successfully passed laws addressing county government ethics reform, parental visitation rights at schools, and the elimination of Critical Race Theory in the classroom, to name a few.

Additionally, Toth earned the distinction of “Taxpayer Champion,” earning an “A” score from Texans For Fiscal Responsibility. He was named a “Courageous Conservative” by the Texas Conservative Coalition and a “Faith & Family Champion” by Texas Values. Rep. Toth was awarded “Top Rated Conservative in the Texas House” by the Texas Eagle Forum, earned a 100% rating from Texas’ chapter of Concerned Women for America, and was scored the second highest in the Texas House by the Young Conservatives of Texas. Out of Texas' 150 state representatives, Toth has the third most conservative voting record (based on a 2021 Rice University Study). 

Steve Toth has been a contributor on KTRH, American Family Radio, OAN, The First TV, Real America's Voice News, Newsmax, ABC, CNN, and Fox News.

Representative Toth serves on the powerful Appropriations committee, which is tasked with crafting the state budget. He also serves as Vice Chairman of the Committee on Resolutions Calendars and as a member of the Committee on Agriculture & Livestock.

Questionnaire

General

What are the three main reasons you're running for this office and what do you hope to accomplish? How many terms do you plan to serve?

I hope to continue my work on behalf of the people for House District 15.  The Texas Miracle is moving further and further away from the average Texan.  The regulatory environment for small businesses must be transformed.  Property Taxes is making homeownership less and less attainable for young families. In addition to these two issues, I want to continue to draw attention to the failure of the Republican Party to close the border. There are no excuses for allowing the free flow of drugs and human trafficking.

Do you support/oppose implementing term limits for all elective offices? Why?

100% Support.  While my voting record with Scorecard (one of only 4 "Taxpayer Champions"), Rice (4th), Texans for Vaccine Choice, Texas Right To Life has only grown more conservative, the average Rep only grows more inclined to move closer to leadership.  As that happens, they grow more connected to the lobby and less connected to those who sent them.

The House Speaker has too much power (fact). Describe the rule changes needed to distribute some of that power & how that can be accomplished.

The role of the Speaker for years was that of an administrator. That has changed greatly in the past 30 years. We need to have a parlimentarian that is an actual Republican first.  Second, the Speaker needs to be elected as a statewide office.

Do you support Interposition and Nullification as it pertains to Texas State Sovereignty?

The States are the "Creator" and the Federal Government is the "Creation". Thus, the creature is always subserviant to the Creator.

Budget

Please describe your plan for balancing the Texas budget. What budget items need to be cut and what taxes and fees need to be increased?

1st Hold spending to Population adjusted for inflation.

2nd take excess above revenue and dump it all in to property tax compression. Within 10 years, ISD traxes will be gone.

3 cut all hollywood give aways, cut all economic develpment give aways, cut all 513 give aways.

Spending

Will you commit to reduce the size of government at all levels by a specific date, so that total spending would not exceed 8% of total personal income (which includes corporations and other business entities as well as individuals) at the federal level, 5% at the state level, and 5% at the local level?

I can commit to limiting the growth of government and I have at every opportunity as a member of appropriations

Taxes

What is your view regarding reducing or eliminating property taxes in favor of increased sales taxes and increased user fees?

Sales taxes do not have to be increased in order to eliminate property taxes.  We do need to do away with sales tax exemptions we don't need and should not raise sales taxes. If growth in the rate of spending in held in check, revenue will grow at a greater rate so that in 10 years all ISD taxes wil be gone.

Debt

What do you propose to solve the problem of underfunded liabilities, such as the state employee retirement fund?

Its and issue of priorities. Texas has all the money it needs to address the underfunding of both ERS and TRS. 

Other civil liberty

Please list the top issues where you oppose federal government intrusion into Texans' lives and how you intend to oppose such intrusion.

1) Texas should not allow any Capital Police in Texas

2) Texas should not allow local police of sheriff's to cooperate with armed IRS agents

3) Texas should expel or imprison any US Border Patrol agents that inhibits the performance of DPS Officers who are working to close the Texas Border

Do you support or oppose limiting the power of eminent domain to public works purposes? Support Oppose

Do you support or oppose requiring schools, public health departments or any medical personnel to secure consent from a parent or legal guardian before prescribing, dispensing or administering contraceptive drugs or devices to a minor?

Schools have no right to such activity.  Oppose

Will you vote to prohibit the expansion or creation of federal databases that monitor the activities of law-abiding Americans, such as bank deposits, cell phone usage, health care, air travel, schoolchildren, and lawful gun purchases? (Databases of felons and aliens are OK.)

I have and will continue to oppose any data collection of personal information on Texans 

Economy

What problems do you see with how the Legislature creates Improvement Districts and Special Purpose Districts and what solutions do you propose? Specifically address indebtedness.

Improvement Districts must hold meetings within the boundaries of their geographic area of taxation and now down in Houston at 2:00 in the afternoon.  

Education

What have you done/will you do to prevent/extract Common Core, CRT, SEL and IB from our schools systems?

I passed the CSCOPE Transparence Act in 2013 which ended that use of Common Core.  I authpored HB 3979 enabling ISD's in Texas to have cause for a teacher that teaches components of CRT to be fired.  I will continue to limit their ability while being careful to grow goverment to the point that local control is lost 

If you were able to fix how public education was funded, how would you do it and why?

Contiunue to use excess sales tax revenue as we did this year to buy down or compesss the propety tax.

Will you vote to prohibit the use of state funds to teach immigrants in their native languages, instead of English (so-called bilingual education)?

Yes.  ESL is a mistake and it's ineffective.  Immersion is the best way for anyone to learn. 

Please describe your views on gambling as a funding source for education and other budget items, and whether gambling should be expanded or reduced along with the reasons supporting your viewpoint.

I fought gambnling being brought in to Texas. One of the reasons that I left the Freedom Caucus was because one of the leaders was helpful in killing off a point of order on the Casino Gaming Bill

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcies?

Would you actively support legislation to reign in rogue DA's?

I have and will continue

Will you submit a bill eliminating the ability of a member of the Legislature to change their vote after the official vote is recorded?

Yes, if the House agreed to take a break once every 90 minutes for use of the bathroom.  Because that doesn't happen, very often someone else is voting for you and very often makes mistakes

Health care

Will you oppose the use of state funds to distribute abortion-causing drugs, such as RU-486?

Yes.  I authored legislation banning the online sales of Mifepristone

Transportation

Please fully describe what methods of funding roads in Texas you will support and oppose, and give your reasoning. Please discuss all revenue sources, tax diversions, tolls, and debt.

A retired person that does not drive should not have to pay for new roads.  That said, tolls should not be a revenue source for government waste.  A road should be paid for by people who use it and then a modest toll to maintain it. It should be illegal to collect tolls for a road that's paid for it.  It should fall under the deceptive trade practices act.
