What is the job of the position you are running for?
The three main reasons I am seeking this office are:
(1) To continue to serve the citizens of Montgomery County as I have for 25 plus years through integrity, courage, honesty and professionalism. Constables have a constitutional duty to serve professional civil process and maintain a bailiff to the Justice of the Peace Court. These main requirements must be done with excellence and pride.
(2) Building and fostering relationships with the citizens, businesses and other law enforcement agencies in the county. Constables have the same powers of policing as the other law enforcement and a responsibility to supplement services when needed in our respective area to better serve citizens.
(3) Ensuring the responsible management of our tax dollars. As a tax payer and 40 plus year resident of Montgomery County and precinct 2, I have a special interest in providing the level of service the tax payer deserves while protecting their tax dollars by being responsible with spending.
I see no conflicts of interests in running for this office. If elected there would be a seemless transition.
What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?
I currently hold the position as Captain at the Montgomery County Precinct 2 Constables Office. I currently oversee the day-to-day operations for the agency including Civil, Writs, Patrol and Administrative divisions with a staff of 22. I also assist and manage the approximately $2.9 million dollar budget for the Constable Precinct 2 office.
I grew up in a law enforcement family, with my father and brother both serving as police officers. I have been a peace officer for 25 plus years. I have served at the Harris County and Montgomery County Sheriff’s Offices, where I have worked in the county jail, patrolled the community, and have worked as an Criminal Investigator. Prior to accepting the Captain position at Precinct 2, I was detective for the last 15 years which includes time in the Auto Theft Task Force, property, persons, and the Homicide/Violent Crimes Unit. I hold a Master Peace Officer Certificate with hundreds of hours of specialized training. I have an excellent working relationship with many of the elected officials and leaders in the county and believe that partnerships and cooperation are key to the success of Montgomery County in its service to the citizens.
Please describe the qualifications and experience that make you the best candidate for the office you are seeking.
Open borders create many challenges for Texas communities and law enforcement. While local law enforcement cannot enforce federal immigration laws, I, along with the law enforcement professionals at Precinct 2 will stand firm, defend, and enforce the state of Texas rule of law. If there is a violation of state law and Precinct 2 is involved as the primary policing unit, our agency shall follow the rule of law as directed by the Texas Penal Code, Texas Transportation Code and/or Texas Code of Criminal Procedures. Additionally, I will use my influence as an elected constable to support initiatives at the state level to push back on these Biden policies and secure our borders and in turn make Montgomery County a safer place to live.
Give at least 3 examples from your past record that will convince voters that you are / will be a Constitutional Law Enforcement Officer
I am a committed Constitutional Conservative, and my voting record reflects this.
In my professional life, I am proud of my reputation and track record as a law enforcement officer who enforces the law while still respecting the rights of our citizens. As a criminal investigator, policeman and author of hundreds of search warrants and arrest warrants, there has never been an instance where the information contained within those documents was not 100% accurate, fresh and the best information available at the time. As a private citizen myself, I would never want my rights violated by inaccurate information. I take great pride in knowing that I have successfully enforced the laws of the agencies in which I worked, I have done so with due process and while never violating someone else’s privacy, property, or rights in the process.
I am proud of my record as a law enforcement officer. And I take great pride in the hundreds of criminal investigations that have recovered property and returned it to the owners, protected someone’s safety against violence, protected children from predators or vindicated victims of a crime by arresting suspects based on probable cause and which meet the elements of a crime.
What goals do you have in mind, if you are elected, and to which you want to be measured against in the coming term?
My goal is to ensure that Precinct 2 continues to be excellent at what a Constable's Office is required to do: Professional and proficient civil process. To achieve that requires that we be transparent in our actions, responsible with tax payer dollars and a law enforcement defender of the constitution. Our mission will be to excel in our actions to provide professional law enforcement services to the citizens and surpass their expectations. I expect our agency to be accountable and be measured by its service to all who reside in Montgomery County.
What is the most important action needed to make Montgomery County safer?
The most important action needed to make Montgomery County safer is mutual aid among all law enforcement agencies. Building and maintaining relationships with other agencies makes all of our communities safer. We must have great working relationships and rely on each other.
What do you see as the 3 major challenges for your office over this next term?
Rapid growth is the largest challenge facing this office over the next term. Montgomery County is a great place to live, and the rapid population growth reflects that.
Additionally, we are seeing an increase in multi-family housing in Precinct 2 which poses a challenge to keep up with civil process. Currently Pct. 2 receives and serves approximately 5,500 civil papers a year with approximately 11,000 to 12,000 attempts. This is a hurdle for the Civil Division due to the growth of apartment complexes in the downtown area.
Staffing is an additional challenge as we work within our budget to be efficient but also meet the increased demand for service. Additionally, many of these papers can only be served in the evening time in order to make contact with the named respondent. This requires an increased reliance on our evening shift patrol deputies who are also trained in civil process to make every effort and excel in our service attempts before returning to court.
Additionally, some writs and sequestrations can be lengthy in process and levying on property in direction of the court can extend up to 3 months. In order to allow our staff to focus on their individual job assignments, we created a new Writs position to focus on just these cases.
Please describe the best way for the average voter to determine which candidate for this office is best.
The best way to predict how well a candidate will do once in office is to look at their track record and experience. I have a track record of being a constitutional conservative, a law enforcement officer with integrity, and successfully managing the daily operations of the Constable's Office. Since I am currently a Captain at the Precinct 2 Constable's Office, I have the experience of leading the agency, formulating responsible budgetary planning, managing the staff, and implementing positive changes within the agency that have benefitted the citizens of Montgomery County. This experience makes me uniquely qualified for this office.
Where do you think the possibility for corruption resides in county government? How would you handle it in your department, even if you think there is none?
Unfortunately the possibility for corruption resides in all layers of government. Even the county level. To combat this we must elect and hold accountable individuals who understand that they are responsible to the people. My office will not waver from this principle, and will not tolerate any form of malfeasance. I will lead by example and set the tone in my office that transparency, honesty, and integrity are required at all times.
Are the United States and Texas constitutions living documents? Please answer in the context of Progressivism versus Originalism.
I believe that the Constitutions of Texas and the United States are the foundations of our society, and should be strictly interpreted according to their original intent and specific terms. Any alteration to these dcouments should be done only in strict accordance with the provisions of the Constitutiion.

I have donated to Republican Womans groups, Apricity Foundation, CLEAT, MCLEA, Montgomery County Fair Association and most Montgomery County elected officials fundraiser campaigns.
What will you do to ensure that the Texan rule of law prevails over the Biden federal law enforcement policies that allow illegals to operate in Montgomery County?
