I am originally from Philadelphia. After high school I went to Mexico to learn Spanish and then I served as a missionary intern for one year. I then joined the Navy and served for 10 years as a Morse Code Operator, Intel Yeoman, and Russian Linguist. I was stationed in Virginia, Maryland, Turkey, and Spain. During my last 4 years I volunteered for submarine duty in the Mediterranean. After separating from active duty, I continued in the USN Reserves for another 20 years as a Russian and Spanish Linguist and Senior Enlisted Advisor and retired as a Master Chief Cryptologic Technician in 2000. During these years I attended Bible college to earn my BS in Bible and then attended seminary to earn two master's degree in theology. We then served as missionaries to the American military in Spain and San Diego for 9 years, partnering with Navy Chaplains. In 1995 I started my third career path as a professor (theology, leadership, global missions and education) and academic administrator at Southern California Seminary, Liberty University, and now at Grace School of Theology in The Woodlands. I have had the privilege of teaching multiple subjects in many countries, sometimes in Spanish. Over the years I have visited over 45 countries and because of this and my military background, I am intentionally patriotic and deeply appreciate our form of government. We moved to Conroe in 2012. I served on a vetting committee with the Texas Patriots PAC in 2018. We financially support multiple Veteran’s Service Organizations such as the USO, Wounded Warriors, Mighty Oaks, American Legion, VEL Institute, and Tunnels 2 Towers, as well as other just causes such as the Texas Right to Life. I have been married to Eudelia, a native Texan, for almost 49 years. We have 3 married daughters and 7 grandchildren.

General

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

My race is against other republicans. The biggest issue I see among the Precinct Chairmen is the lack of unity. This is evident in the CEC meetins. To have multiplle factions among the 100 chairs is disheartening and allows the democrats to accuse us of chaos, lack of leadership, and disorganization. They will use this to their advantage in the coming elections. "A house divided cannot stand." I also will support the new by-laws passed in 2018 by the CEC.

 

Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have. 

Yes I do.

What differentiates you from your opponents?

1. As a Retired US Navy Veteran (30 years of honorable service), I am a severely devoted patriot.

2. Having earned Five degrees (in theology and education, highest being a Doctorate in Education), I am a consummate leaner.

3. I am radically pro-life without exception, from the womb to the tomb.

4. I have been described by my peers as a person of integrity, passion, respectful of others and patience.

Please list 3 federal agencies that are popular in our culture and should be abolished

1. Dept. of Education – schools should be managed by each state so that students focus on learning what is needed most for their context.

2. US Postal Service –it is not fiscally viable and a waste of taxpayer money

3. Army Corps of Engineers – can be accomplished by local state sources

Should Texas GOP limit their elected officials to 8 years or less from the same office, even though it will force some good candidates to leave an office?

Yes. It is always good to have new energy and input into the system so that politicking does not become a career, the person does not become complacent, and the thirst for more power does not exceed the responsibility of serving others. Those who meet their limit in one position should seek a different position if they desire to serve. But this should not be limited to only the GOP but to all parties.

When you leave office what accomplishment/s do you want to be your hallmark, your legacy, and why?

As a Precinct Chair, I would hope that people would say I was fair, I listened to others (no matter what their political beliefs), I tried to help fix things, I admitted when I did not know an answer but tried my hardest to find it, and I admitted to my mistakes. Also, there should be a detailed database of Republican voters in Precinct 15 that can be passed on to the next chair.

Taxes

What form of federal tax law do you support (e.g., current, flat tax, fair tax, other) and why?

I support an across the board fair tax, a percentage tax for all, regardless of income. The biblical tithe (10%) is my example. Whether poor or rich, Old Testament saints were required to give 10% of their income. The same principle would make it fair for all. There would be few deductions and exceptions, once that encourage personal investment, home ownership, and benevolence. I like the post-card sized tax return.

A couple of years ago, a resolution was put forth by MoCo GOP to institute a 20% Homestead Exemption.  Did you support or oppose this and why?

I support this since it encourages people to purchase homes and remain in Texas. The exemption is currently at 20% according to the Appraisal Disctrict Office. If our leaders were to control and reduce spending of the revenue collected, property taxes could be lowered. It is also unfair for empty-nesters to pay for the public school system.

2nd Amendment - guns

Do you believe the Second Amendment grants an individual right or a militia right?

I believe these are citizens’ rights to protect ourselves from any domestic or foreign threat, including other armed forces and/or governments. I am a member of the NRA.

10th Amendment

Please explain your interpretation of the Tenth Amendment and the principle of nullification. Do states have a right of nullification? What should the federal government do if a state attempts nullification?

The purpose of states practicing nullification is to keep the general (federal) government in check whenever they enact a federal law that is unconstitutional or unjust and forced upon the states (federal overreach). Each state has its own sovereignty and independence in most laws, separate from the federal government. The Constitution only provides a limited amount of powers and responsibilities to the federal government; all others remain with each state. The federal government must cede authority to the states on areas where they have not been given power in the Constitution. When the state files for nullification, it should be settled in the courts.

Other civil liberty

Do you support or oppose federal funding for Planned Parenthood and other agencies that perform abortions, both in the U.S. and abroad (even if they use money derived from other sources)?

No, I do not support federal funding for Planned Parenthood or any other abortion agencies.

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

Right to life and personhood occurs at the time of conception/fertilization. I am a member and donor to the Texas Right to Life and am currently seeking their endorsement. I am not a candidate for a position in the state legislature.

Education

Do you support or oppose allowing parents direct the flow of federal education funds (e.g., to their school or home school of choice)? Support? Oppose? Please explain.

I believe in limited federal government intrusion and the primacy of the states to control their educational system. Federal funding given back to individual school systems (it is taxpayer dollars) is determined by multiple variables, usually for specific programs and/or improvements. I do not think that parents within public (governemnt) schools have much say in the distribution of these funds. I think that as taxpayers we should have more control of our dollars so that parents have the choice to use these for home schooling and/or private schools, but as long as there is a federal Department of Education, I do not believe that will happen. This is why if each state had absolute control of their schools instead of federal interference, there would be an opportunity for voters to make this option a reality. Thus, the need to eliminate the Dept. of Education.

Ethics

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

I believe they should be involved in helping to increase voter turnout by providing resources, communicating endorsements, and distributing other information on Republican candidates. 

What's your impression of GOP Speaker Dennis Bonnen after he was caught offering a Quid Pro Quo to Empower Texans Michael Quinn Sullivan?  Should Speaker Bonnen resign?  Should he suffer legal ramifications for his action/s?

He recently announced he is not running for re-election. What he did was unethical. He should be further investigated and prosecuted if the facts warrant such action.

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

No, I have nothing in my background that would cause harm or embarrassment to the Republican Party. I have never been arrested or convicted of a crime. I have never filed for bankruptcy. I have ZERO debt except for my mortgage (I am a Dave Ramsey fan and currently in their Financial Coaching Master Training).

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

Protection of U.S. citizens starts at our borders and not at the borders of other countries on other continents. Multiple levels of defense must be used. These include using the U.S. military, national guard, strengthening of the Border Patrol with all necessary resources, electronic surveillance, drug interdiction both on land and on sea, continuation and completion of the current wall projects, and diplomatic pressure on our neighbors. US employers should not encourage or hire illegals and sanctuary states and cities are an affront to our established law and should be illegal.  Absolutley no social services or benefits should be allowed for illegals (driver's licenses, social security numbers, college tuition breaks, financial aid for college, etc.). The U.S. Congress needs to fix legislation and close loopholes so that it is not overturned by federal judges and so that the Border Patrol can adequately complete its mission.

 

Amnesty comes in many forms.  What's your view as it pertains to Texas?

Amnesty is an affront to those who have come here legally and to those who have defend our freedoms and borders. I do not believe in granting amnesty carte blanche to those who have entered the U.S. illegally. Once the borders are completely secure and congress fixes loopholes, then perhaps amnesty could be granted with severe conditions for those who meet strict qualifications, on a case-by-case basis. This includes the denunciation of their home country, learning English, respect for all those in authority (police, Border Patrol, elected officials), have a sustainable income and are not a fiscal burden on others, have lived a crime-free life. This would be an extremely rare occurrence and not conducted as it has been done in the past.

On a related note, only those who suffer extreme religious and political persecution should be granted asylum. This oppression must be clearly documented and verified while at the same time demonstrating compassion and mercy to those who are in only extreme cases. Asylum is the extreme exception and not the norm. 

Transportation

Do you support or oppose the referendum passed by both the MoCo GOP Executive Committee and SREC to allow voters, at the statewide level, to decide in the voting booth whether or not they want a particular toll road?  Why or why not?

I would support that referendum since I believe that the local citizenry has the only authority to approve of any toll roads and not the federal government. The Federal Highway Administration can dictact the structural requirements but then local contractors can bid on the construction and garner approval from the voters. Before contracts are signed, a date certain must be established when tolls will cease.

Did you take a public position on the May 9, 2015 Road Bond, and if so, what was it? And in a few sentences, explain why.

I did not take a public position.

Other

What does being a conservative mean to you?

To me, the term ‘conservative’ means to preserve and set apart for the future the multiple foundations of our society such as the Declaration of Independence, the Constitution and Bill of Rights, and the Bible, to be the enduring, guiding lights for our individual pursuit of happiness and liberty. This means that governments should be limited in their power and scope to enable personal responsibility, communities, and freedom to flourish. Conservative views apply to various dimensions of life.

1. Fiscally conservative means that our elected representatives should be good stewards of taxpayer dollars. Increased taxes limits individual fiscal growth and security. All governments should be limited in their oversight to allow individual freedoms to flourish. Liberals believe that funds belong to the government and not to the people.

2. Conservative family values start with being pro-life from the womb (moment of conception/fertilization) to the tomb (moment of death). It means that personhood begins at conception and not at birth, and that decisions about the elderly are left with the person and their family, and not any healthcare system or court. It also means that parents have ultimate control and decision-making authority about their child’s education.

3. One who is ethically conservative believes that there is a higher Creator and a higher law above any law that man may devise. The U.S. was established on the foundation of the Judeo-Christian writings (the Bible) which contain ethical and moral imperatives to operate a benevolent and just society.

Do you support the Montgomery County Republican Party By-Laws as adopted by the CEC on 6/26/18?  And if not, why not?
