MANAGERIAL EXPERIENCE:
As a squadron commander and operations officer, managed over 40 military and civilian flight and simulator instructors. Managed assets (24 F-15 aircraft, class rooms and 3 flight simulators) worth 100s of million of dollars. At the Pentagon, actively managed the Congressional approved Anti-Satellite Program, the F-15E Operational Test and Evaluation Program, the Advanced Medium Range Air to Air Missile (AMRAAM) Program, and was the USAF Asset Manager for all full scale and sub scale target drones worldwide.
As a B-757/767 and DC-8 Captain, managed a flight crew flying aircraft valued at over $83 Million.
As the Chairman of the Parish Finance Council, assisted in the preparation of the annual budget, annually since 2010, that is in excess of $1,300,000.00. Additionally, advised the financial council on aspects of the $1.7 million church expansion in 2010, and $1.9 million church Hall expansion, and purchase of 35 acres adjacent to the church.
As Treasurer of the Rotary Club of Lake Conroe, I conduct the day to day finances of three separate banking accounts, 2 of which are an IRS 501(c)3 organization, and one is an IRS 501(c)4 organization. The three accounts total over $100,000.00, and files the IRS Income Tax Return for the club.
GRAND HARBOR INVOLVEMENT:
Judy and I were the 12th resident of Grand Harbor, moving here in June 2000. I was actively involved in the Grand Harbor Advisory Group that was instrumental in getting the developer to hold annual meetings, provide annual financial reports, comply with deed restrictions and by-laws, and to install street lights and fire hydrants.
I was elected to the first homeowner’s Board of Directors, July 2007, and served as the treasurer during the transition period from the Developer to the homeowners. Faced with only $5,000.00 in the operating fund, and faced with a $173,000.00 builder’s deposit refundable liability, I helped develop a plan to operate the POA for the first few years without having to borrow outside commercial funds. I assisted in the development of the first ever Grand Harbor POA budget and I have been actively involved with each and every budget and treasurer since the developer turnover in July 2007 through 2105.
After the turnover by the developer, I also served as the Chairman of the Architectural Control Committee (ACC) and helped develop the ACC operating procedures, most of which are still in use today. I have actively served on the Infrastructure Committee, developing the road repair plan for each of the years 211-2014, as well as, assisting in the overall drainage plan for the community.
Additionally, I assisted with the transition from the out sourced POA management company back to the on-sight, homeowner controlled POA management team. I helped with the orientation and training of the new POA office personnel in all aspects of the POA operation. Later, I was again elected and served as the Treasurer on the Board of Directors from February 2011 – February 2012.
Currently, I am the Chairman of the Advisory Committee for Advance Planning prioritizing, analyzing, and developing long range priorities for the community.

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?
Keep Montgomery County Red, getting out the vote, and helping ALL Montgomery County Republicans get elected in November of 2020. I have been your Precinct 38 Chairman for over 10 years now, and was the Precinct 63 Chairman before that, prior to redistricting. I have been very active on the County Executive Committee missing less than 5 meetings in the past 12 years. I have served as election Judge for both Precinct 63 and 38 and I have consistently been in the top 5 precincts in voter turn out in those precincts in all of Montgomery County. Additionally, I have been the Montgomery County Republican Party Northwest area Chairman for the past 10 years. I have conducted every Precinct Convention the night of the Primary Election during my tenure, as well as served as your Senatorial District 3 Convention Chairman for the past 8 years. Additionally, I have always been a delegate, and attended, the State Republican Party Convention during this time and I have served on the State Republican Party Convention Rules Committee, and I have Chaired the SD 3 and CD 8 Caucus' at the State Convention. Yes. I have a proven record of doing that and I promise to do continue to do so.
What differentiates you from your opponents?
I have the experience, dedication, and a proven record of contributions, not only to the residents of Precinct 38, but to the Montgomery County Republican Party, as well as to the State Republican Party. In all honesty, I have not seen my opponents political resume, but I can honestly say, I doubt that he has anywhere near the experience, dedication, knowledge, and expertise to be endorsed by any group, much less replace me as your Precinct 38 Chairman.

1. Department of Education. Should be regulated by each state, not the federal government.
2. Department of Agriculture. Some parts should be moved into the Department of Commerce, others regulated by each state.
3. Department of Energy. Should be moved into the Department of the Interior, if governed by the federal government. If not, regulated by each state.
Should Texas GOP limit their elected officials to 8 years or less from the same office, even though it will force some good candidates to leave an office?
I am in favor of term limits, but would be in favor of a 10 year stay, not an 8 year stay so that the Presidential Elections would not weigh heavily on the Texas GOP elected officials. If done correctly, have them time out in the "off years" of the Presidential Elections.
When you leave office what accomplishment/s do you want to be your hallmark, your legacy, and why?
I would like to think that my record would be my legacy and the fact that I always turned out the vote in my Precinct. ▾ Taxes
What form of federal tax law do you support (e.g., current, flat tax, fair tax, other) and why?
I am more in favor of a "use" tax. That way, the more you buy, the more you are taxed. However, the current tax law is much better that a flat tax, which would but an unduly heavy burden on some tax brackets.
A couple of years ago, a resolution was put forth by MoCo GOP to institute a 20% Homestead Exemption. Did you support or oppose this and why?
Definitely support that resolution. For those that are willing and able to purchase a home and make it their homestead should never face the possibility of being taxed out of their home due to rising appraisals.
▾ 2nd Amendment - guns
Do you believe the Second Amendment grants an individual right or a militia right?
I am a multiple gun owner, have a license to carry, and believe that the Second Amendment grants that right to individuals to protect their family, home and property, and themselves.
▾ 10th Amendment
Please explain your interpretation of the Tenth Amendment and the principle of nullification. Do states have a right of nullification? What should the federal government do if a state attempts nullification?
The Tenth Amendment was part of the Bill of Rights that was added to the Constitution on December 15, 1791. This amendment states that any power not specifically given to the federal government by the Constitution belongs to the States and the people. In simple terms, it is any act or set of acts which results in a particular federal law or program being rendered null and void under the law, or if it is unenforceable in practice. Nullification is a fundamental part of the American political system. There are two definitions. One is legal. When a court strikes down a law, it literally wipes it off the books. But there is also a practical definition – to make something of no value or consequence. When we talk about nullification happening today, we generally mean it in the practical sense – to end the practical effect of a federal act. I believe the any state has a right of nullification, but I also believe if exercised, it should be able to withstand the complaint being petitioned to, and upheld by, the United States Supreme Court. This is affirmed in Federalist Papers #46 where Thomas Jefferson stated "Where powers are assumed which have not been delegated, a nullification of the act is the rightful remedy: that every State has a natural right in cases not within the compact, (casus non foederis,) to nullify of their own authority all assumptions of power by others within their limits."
▾ Other civil liberty
Do you support or oppose federal funding for Planned Parenthood and other agencies that perform abortions, both in the U.S. and abroad (even if they use money derived from other sources)?
No. By definition, Federal Funding is money used by the government to fund government programs, as designated by Congress and approved by the President. Also by definition, Federal Funds are taxes paid to the federal government by you and me, as well as corporations and other taxing entities. Therefore, I am completely opposed to federal funding for Planned Parenthood both in the U.S. and abroad, even if they use money derived from other sources.
At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?
l firmly believe that life begins at conception and continues until natural death. Even Pope Francis has addressed this issue in saying "The right to life is the first among human rights." In 1776 the United States Declaration of Independence declared that "....all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among them are Life, Liberty and the pursuit of Happiness." Additionally, in 1948 the Universal Declaration for Human Rights, adopted by the United Nations General Assembly declared in article three that "Everyone has the right to life, liberty, and security of person." And in 2011, the Catholic Church issued a Charter of the Rights of the Family in which it states that ...."the right to life is directly implied by human dignity."
I will continue to support any and all legislation that prohibits government funding of abortion to any organization and I will continue to proudly display a yard sign in our front yard that say "Pray to End Abortion."

Do you support or oppose allowing parents direct the flow of federal education funds (e.g., to their school or home school of choice)? Support? Oppose? Please explain.
I fully support allowing parents to direct the flow of federal education funds to school or home school of choice. Within the Constitution, the responsibility of education resides with the states. According to the 2015 budget and policy priorities, the States contributed 46%, and local revenues contributed 45%. The other 9% came from the Federal Government. The Federal Government awards Title 1 funds to the State Education Agencies (SEAs) based on various income formulas. The SEAs then send the Title 1 funds to school districts (Local Education Agencies - LEAs) based on the number of low-income families. LEAs then identify eligible schools and distribute Title 1 funds accordingly. Other than Title 1 funds, federal education dollars are provided to districts through grants and programs for Individuals with Disabilities Education Act, Head Start, Title II, professional development for educators, Title III for English language learners, and Title IV for support and academic achievement.
In order to get parents directly involved in the flow of federal education funds, the parent(s) must run for and get elected to the local and state school boards of education. I will continue to recruit and support conservation individuals from my voting district and help them get elected to the local or state Boards of Education.

Do you agree with precinct chairs involvement in republican primaries? Why or why not?
Definitely do not agree with an individual, using their title as Precinct Chair , getting involved in the Republican Primary.
However, as an individual, I definitely believe I have every right to back the Republican candidate of my choice in a Republican Primary.
What's your impression of GOP Speaker Dennis Bonnen after he was caught offering a Quid Pro Quo to Empower Texans Michael Quinn Sullivan? Should Speaker Bonnen resign? Should he suffer legal ramifications for his action/s?
Absolutely a disgrace and yes he should resign. However, I believe in the 5th and 14th Amendments to the United States Constitution each of which contains a due process clause. They deal with the administration of justice and thus the due process clause acts as safeguard from arbitrary denial of life, liberty, or property by the government outside the sanction of law. The bottom line, I believe an individual is innocent until proven guilty in a court of law.
If he goes through the legal process, then the ramification of his actions should become very clear.
Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?
While on active duty in the USAF (for 21 years) and while working in the Pentagon for 4 years during my career, I held the highest security clearance, TOP SECRET, with Special Compartment Clearance, as I was entrusted with our nations highest military secrets. This was obtained by being vetted by the FBI.
During my 4 years at the Pentagon,, I have worked with the FBI, CIA, and DEA on top national priorities at the time and my background record remains the same today.
▾ Immigration
What, if anything, should be done to protect our borders from illegal immigration?
1. Enforce the current laws on the books.
2. Build the wall where warranted, but let the Border Patrol dictate that, not the politicians.
3. Increase the budget for U.S. Customs & Border Protection to increase the personal and equipment that is used as a deterrent.
Amnesty comes in many forms. What's your view as it pertains to Texas?
Amnesty is a pardon extended by the government to a group or class of people, usually for a political offense, the act of a sovereign power officially forgiving certain classes of people who are subject to trial but have not yet been convicted. With that strict definition as it pertains to Texas, I am not in favor of any kind of amnesty for illegal aliens because the very first thing they did was break the Law. Most, if not all have broken the law a second time my not appearing for their court appointed date, if they were apprehended and released. The "Dreamers" however fall into a separate category, in my mind. They should not be granted amnesty however. If warranted, they should apply for citizenship, go through the entire legal system, and then go to the back of the line for the granting of citizenship if the courts approve their application. I would like to see a complete investigation of their income history and have them pay any back income tax due, before being allow into the process of becoming a citizen.
▾ Transportation
Do you support or oppose the referendum passed by both the MoCo GOP Executive Committee and SREC to allow voters, at the statewide level, to decide in the voting booth whether or not they want a particular toll road? Why or why not?
Even though I voted against the MoCo GOP Executive Committee resolution because of the false and incorrect, and more importantly the incomplete informantion presented during the debate of the Resolution at the CEC meeting. I am definitely in favor to allow voters, at the statewide level, to decide in the voting booth whether or not they want a particular toll road. During this year Texas Legislation Session, some relief has been presented in TX House Bill 803 which would require tolling entities, which are mostly run on county or regional levels, to publish yearly financial summaries on their websites that would make clear how much revenue they bring in compared to how much they spend on debt and maintenance. Currently, toll entities may publish annual reports that include their financial information, but proponents of the bill say that these documents are often too difficult for the average person to digest. The House unanimously gave the measure final approval in a 148-0 vote May 7, 2018. Then in August, TX Senate Bill 312 passed 29-2. I fully concur with the final legislation because:
1) Texans will now be protected from having their free lanes converted to toll lanes or having their free lanes downgraded to frontage roads.
2) Despite the exceptions added, HOV lanes cannot be converted into toll lanes.
3) Toll administrative fees will be capped at $48/year, and any criminal fines are capped at $250/year (versus the current system where thousands can be tacked on).
4) Tolls will be removed from Camino Columbia toll road in Laredo and the Cesar Chavez toll project in El Paso (after a vote by local El Paso officials who have indicated they support removing the tolls). This sets an important precedent to get tolls removed from other projects.
5) Any state funds for toll projects that had environmental review commence by January 1, 2014, must be repaid.
Did you take a public position on the May 9, 2015 Road Bond, and if so, what was it? And in a few sentences, explain why.
NO. I cannot find any reference to the May 9, 2019 Road Bond, other than that Montgomery County Judge Mark Keough spoke at the Long Star Convention & Expo Center, Thursday May 9, 2019 in Conroe and discussed the potential road bonds in the future due to growth noting that since 2000, Montgomery County has added 140,000 residents. By 2020, when the new census the population is anticipated to grow to about 600,000. Currently, he said 82 percent of the population is in an unincorporated area, including The Woodlands. Keough said that is roughly 460,000 residents who rely on Montgomery County for roads, bridges, and other services.
Until I see the actual proposal, I can not make an education comment on future Road Bonds.

What does being a conservative mean to you?
It means being conservative in my words, thoughts and actions, both in my day to day living as well as my political stance and backing the Texas State Republican Platform 100%. As a conservative, I seek to preserve a range of institutions such as religion, parliamentary government, and property right, with the aim of emphasizing social stability and continuity.
Do you support the Montgomery County Republican Party By-Laws as adopted by the CEC on 6/26/18? And if not, why not?
Yes.
I disagree on how they were drafted by a select few members of the CEC in secret meetings. However, they did comply with the then bylaws as to the timing of notification, debate and passage within the CEC. If the secret meetings had been open to the entire CEC during the drafting process, a lot of compromises could have been accomplished, and the great divide that we currently have within the MCRP today could have been avoided.
