What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?

I have been a police officer for over 45 years and have been the elected Constable for almost 19 years.  I know what this jobs is about and how to do this job.  I have been an experienced leader with a great department for the past 19 years.  I have over 3000 hours of Law Enforcement training and training as the Constable being a graduate of the first Constable's Leadership College Class.  I have always said you can not be a great leader without great people to lead and I have a great department with people that work hard for not only the Precinct 2 Constable's Office, but for the people of Montgomery County.  I have built this office on four basic principles:  Professionalism, Pride, Honesty and Integrity.

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

One thing I hear the candidates talk about is making this office 24/7,  This office does not have the man power to go 24/7 at this time.  Our main function as the Constable Office is civil process and that is first and foremost.  Civil process is the Constable's job and mandated by law.  This office bring in over 5000 civil papers a year, and i am very proud to say we have handled that part of the job very well, for we have not had a law suite filled against this depart ment or the Montgomery County sense I have been the Constable.  I have been working very hard to establich an evening shift patrol division and we are doing very good and a excellent job making arrest with warrant, DWI's and drugs making our community a safer place to live.  We also have an ICAC detective who works very hard in making our community for our children a safer place.  I will continue to work to make Montgomery County and Precinct 2 a safer place.

What is your position on the public's right to record police or other government officials on public property?

I am one who expects the people who work for this department to be profestional, as we record ourselves, if someone else is recording us we should have the same thing on a video.  As long as they do not interfer with the job at hand more power to them.  Like I said as long as they do not interfer with the job at hand no matter what it may be then that is their right and I do not have a problem with it.

What is your position on dash/body cams & public availability of those videos?

I do believe our video's need to be viewed by the County Attorney's Office before anything we have is released to the public.  That is our policy, now once the County Attorney has reviewed it I do go with what they have recommended.

Who is endorsing you and what is their relationship to you?

I have not asked for any endocements at this time.  I work for the people and they are the one's who will endose me when it is time in March.

Please describe the concrete goals against which you want to be measured in the coming term.

I built this office on four basic principles:  Professionalism, Pride, Honesty and Integrity these four principles is the foundation of whcih I built this office.  I have never hired someone because they are a friend of mine nor a friend of a friend.  I do NOT believe in the good ole boy system!!  I want to continue working for the people whom have intrusted me with the very important job.  I have been honored to have served them for the past 19 years as their Constable.  I want to continue to make this office even better next year as it is today.  I am the Peoples Constable and I work for them always being available for my door is ALWAYS open ro I am just a phone call away.  You call my office you get to speak with a live person not a recording unless it is after hours.  My slogan has always been "The People's Choice" .  I will continue to work for you, the people!!!

The Republican Party, The Republican Women, The United States Marine Corp League, Montgomery County Fair Assoc., Conroe High School, WestFork Golf Club, Panorama Golf CLub, Lion's Club, Conroe High Golden Girls, Conroe Chamber of Commerce, Project Hope, Montgomery Law Enforcement Assoc., April Sound Tennis Club, River Plantation Country Club, Montgomery County Youth Services, I am sure there are more, but they are not coming to mind right now.

To what extent do you believe the state or federal government should be able to obtain court orders directing parents to do things for their children that the parent does not believe should be done?

I do not believe the government should be telling parents what they have to do or not have to do with their child.  I don't believe the govenment may always have our best interest in mind.  It is what they believe and it may not be what I believe.  I think this could be a double edge sword when it comes to the govenment telling us what we have to do,  I do not like them have that kind of control over us the people.

Please describe the changes you will make to improve the efficiency of the office for which you are running.

I will continue to do the samething I have been doing for the past 19 years.  I will continue to ask for man power from Commissioner's Court to put deputies on the street to protect our community.  I will continue to preform this job with Professionalism, Pride, Honesty and Integrity.  I will continue to work for the people whom have given me this job and entrusted me with such an important position, NEVER forgetting who I work for and I thank God every day for entrusting me with good health.  I will continue to be there for the people and the community when we have dissasters working hard to get people to safety and then to continue to protect their property as we have done over the past years.  No matter what it takes or the hours we all have to put in and that encludes me as the Constable for I have always worked right along side never asking them to do anything I would not do myself.

Please describe your position on the proper balance of parental rights and the welfare of the child. Please include a couple of examples.

I believe a parent of a child has rights over their child, however, if that parent is not taking care of the child or putting that child in harms way that is when law enforcement needs to step in and that is when the Courts need to be brought in.  If a child is being abused and that could be many different ways from sexual abuse to to being beaten or not feed to being locked in a room having deplorable living conditions.  No child should ever have to be in a position where he or she has been or being abused.  No child under the age of 12 years old should be left alone in a home to fin for themselves or take care of sibblings because parents want to go out and party.  I have to say there are some adults that just should not have had children and it is up to us as law enforment people to help protect children.  .  

What's your position on red-flag laws, expansion of background checks to private firearms sales, imposing civil liability on sellers of firearms, or any additional regulation of the private sales of firearms?

I am a firm believer that a great background checks should be done on anybody buying a firearm.  I also believe it is up to the person or firm selling the firearm that this check be done.  I believe if the checks have been done and the time for the check has been complete and all has been followed then there should not be any liability to the person or firm as long as it has been dome with in the guide lines of the law.  I think it is the responsibility of anyone with a gun if they are selling them should have some kind of guid lines in which to follow.  I have mixed feelings about this, however, because of the changing times it just isn't like it use to be.  I am not sure what the answer is, but maybe some type of documentation of whom one has sold to.  This question is above the Constable's Office.

How will you improve the transparency and access to financial and other records for the public?

The budget of the Precinct 2 Constable's Office is already transparent and can been seen by the public.  I can tell you that I have no waste in my budget what so ever.  I have always ran this office ona shoe string budget with no waste.  I have always kept the tax payer in mind in everything that goes on in this office to making sure the lights are turn off in offices when no one is in them to spending money we don't have.  We have nothing to hide in this office and it is always available.

What are the top 3 areas where the budget for this office needs to be adjusted?

1).One thing we need is man power, for everyone wants us to be 24/7 and that is just not going to happen with out people.

2). our budget in this office is at the bottom and we do not have any waste.  I have never went into Commissioner's Court asking for more than I really need for I have never believed in do that.  I ask for what I need to run this office and run it efficiently.

3).We watch every dime we spend, our office manager has done an outstanding job in balancing our accounts to where evertime we have been audited we have come out perfect.

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

No, have have been a police officer for over 45 years and I am very rpoud of my job performance.  I have been the Constable almost 19 years and I am very proud of my performance as your Constable.  I am very proud of my accomplishments and serving the people and God.

How should the sheriff/constable handle corruption in his department, even when he thinks there isn't any?

I will not put up with people that do not follow the guide lines of Professionalism, Pride, Honesty and Integrity.  There are cases where talking with an individual and getting them on the right track will work and then there are time that it does not and that person needs to go on down the road.  I have always believed a person deserves a chance, but when that trust is broken then they do not need to bring the office down with them.  I have taken pride in this office and the people that work here.

How much of a problem is county hiring based on the "good old boy" / "loyalty to leadership" instead of one's ability to efficiently and ethically perform their tasks and functions? and what can realistically be done about it?

I do NOT believe in the good ole boy system.  There is not one person that works for this department that was a friend of mine or a friend of someone elses.  Everyone that I have hired to work here I have hired because I felt they good make a difference in this office.  I hired them to work not only for me, but for the prople in Precinct 2 and Montgomery County.  People that are put into the possession of hiring employees are the ones that need to hire people not for whom they are, but for what they can do for the people or the company.

I have never liked the GOOD OLE BOY SYSTEM and as long as I am here it will not be in this office!!!

What is your position on taking federal money for your department?

I would take federal money if it is offered for equipment or man power to help this community.

How would your election affect you financially?

Nothing would change for me, for I have been in this position for almost 19 years.
