I am an 8th generation Texan and  a proud lifelong resident of East Montgomery County.  I graduated from New Caney High School and then went on to receive my business degree from Sam Houston State University.  Afterwards, I began (& enjoyed) a very challenging and successful career in Oil & Gas. I started out as an entry level roustabout on drilling rigs and worked my way up to leadership where I planned global projects and managed day-to-day operations.

My experience includes working at many technical capacities, managing complex finances, budgets & contracts, successfully designing and delivering time-critical projects around the globe and enjoying every challenge, hardship and success that came with it.  I never stopped looking ahead. During this time, I earned my Project Management Professional (PMP) accreditation and began Graduate studies in Construction Science.  I currently work as Facilities Maintenance Construction Project Manager with a large school district and serve on the bond advisory committee, where I work with public funding and procurement to oversee large district projects.

I am a family man with unwavering dedication to my loving wife Amanda and our four extraordinary children, Kenadee, Bowen, Harper and Case.  We live in Porter and my free time is spent coaching little league baseball, spending time with family, enjoying time in the woods or on a jog.

Questionnaire

General

Name three main reasons you believe you’re the best candidate for this position?

The real world experience I've obtained working in the private sectors on major projects around the world serves as a qualifier for the task at hand.

My fiscally conservative disposition against goverment waste and overspending.

I'm not a career politician.

Do you favor term limits? Please explain why or why not.

Yes.

Will you vote to require a supermajority vote to approve bond elections?

Although I do not favor increasing the debt, the majority vote is "the majority".

Do you think the county needs to zone areas to control population densities and development patterns?

No not necessarily, however due to flooding in East Montgomery County some areas may benefit from it.

Under what circumstance will you vote to award any contract with less than three qualified bidders?

When there are less than three qualified bidders.  There are government procurement laws for advertising and if they're adhered to the job needs to move forward.

Since TAC (Texas Association of Counties) is very unfriendly towards taxpayers, will you vote for or against including Montgomery county membership to TAC? Why?

Against.

Do you oppose the use of public funds, other than for needed infrastructure repairs, to subsidize the cost of private facilities such as stadiums, arenas, hotels and other such entities?

Yes, I oppose using county funds to subsidize private facilities, etc.

Will you vote for or against Certificate of Obligation Bonds? When is a Cert. of Obligaton warranted? Though statutory(created by legislature), would you publicly condemn it's use?

As stated, I do not favor increasing debt.  It depends on what the obligation bond is for, we are out growing the infrastructure with the rate of development and population boom in East Montgomery County, they would have to be considered.

Did you take a position on The Woodlands incorporating?   Why or why not?

I followed it, both sides made a strong case for their cause.

Budget

Will you vote to limit budget increases to a factor based on population growth and inflation? Explain.

I possibly would, population growth and inflation are great qualifiers for budget increases, but areas such East MoCo require variables such as the constant drainage issues and aging infrastructure to be considered.

Do you support using zero-based budget practices for every governmental entity, elected and appointed?

I support this practice, it makes for better forecasting, accountability, transparency and handovers.

What are the balanced budget “rules” for Texas counties in general and for Montgomery County in particular & how/when would you balance the Montgomery County budget & pay off debt?

There's balance budget requirements stated in the Texas Constitution.  As soon as possible, which the debt burden is high.

Taxes

Do you support a requirement that any government entity require a two-thirds majority to impose any tax increase?

Yes.

Debt

Will you vote for increasing the public debt of your jurisdiction to fund road construction/maintenance?  Explain why/not.

I do not want to increase public debt, but road construction project with bonds must be considered due to safety, the alarming amount of growth, accessibility to emergency service calls, traffic and other logical viewpoints from a growing area.

Ethics

Do you believe the private conduct of a public official is relevant to that official’s suitability for office?

Yes and no.  As I have stated before, "I judge the job, not the man".

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

I went through a difficult divorce over ten years ago where I won custody of my daughter.  My daughter's mother and I developed a healthy co-parenting relationship and she recently donated to my campaign.

How much of a problem is county hiring based on the "good old boy" / "loyalty to leadership" instead of one's ability to efficiently and ethically perform their tasks and functions? and what can realistically be done about it?

I think it's one of the biggest problems and we need to elect qualifed leaders.  Conflict of Interest and other issues should be brought before an ethics committee.

Transportation

What's your position on Toll Roads?

When BW8 was constructed, after the tolls paid for the road they were to be removed.  If that actually happened it would not be a bad thing, but as you know there are still tolls there.

What's your position on county using taxpayer money to fund Toll Roads, yet using toll fees for maintenance?

If tolls are to be in place, they should be repay the debt of the road and removed. Or no toll at all.

Other

Will you agree to abstain from giving tax-payer funds to non-profits?

Yes.

Do you consider the salary increases for County Commissioners over the past 10 years to be equitable in light of the salary increases for other county officials?

They are high, in light of other county officials.

What would you do at the county level to protect citizens from the federal or state government?

I would adhere to the Constitution of the United States of America and not enforce acts of goverment overreach like we've experienced during the Covid Pandemic, such as lockdowns and mask mandates.

In light of census data showing avg. MC taxpayer salaries of $40K, what salary would be appropriate for commissioners?

This goes back to electing a qualified leader; a good or great leader is not cheap in the private sector and I would not expect it to be cheap in the public sector.

Do you believe Americans should be forced to provide medical care and public education to people who are in our country illegally?

Absolutely not.

Did you agree or disagree with the governors' mask mandate during the 2020 Covid 19 "epidemic"?  Would you have enforced it at the local level?  Why or why not?

Disagree, I would not have enforced a mask mandate as it unconstitutional.  It should be up to the individual, same with the vaccine.
