Maris Blair, local attorney and community advocate, has filed as a candidate for State Representative of District 15. Blair filed to run in the Republican Primary Election to be held on March 1, 2022 and, if successful, will continue her candidacy in the November 2022 General Election, and take the oath of office in January 2023.
Blair has practiced law for over 18 years. She serves clients throughout the state as an attorney with The Blair Law Firm in The Woodlands. She also serves as the Executive Director of the Conroe ISD Education Foundation, which provides support and scholarships for Conroe ISD graduates and personnel. Other involvements include service on the boards of property owner associations. Blair’s previous professional career includes five years as an educator teaching children from elementary to high school. She was also active in NHRA auto racing and is trained as a classical pianist.

Blair enjoys a broad range of legal, governmental and business experience, combined with an inborn drive to make a difference. She asserts this uniquely qualifies her to promote the interests of the residents of District 15 as their State Representative.

Blair resides in the Town Center area of The Woodlands with her husband David Hall. She is the daughter of The Woodlands Village of Grogan’s Mill residents Jim Blair and Nelda Luce Blair, with Nelda Blair serving as her campaign treasurer. Maris Blair earned her Bachelor of Science degree from University of North Texas, and her law degree from Texas Wesleyan School of Law (now Texas A&M University School of Law).

Texas was once an independent republic, and we still think independently. Texans should govern Texas.
Please list the pros & cons of how the Texas House chooses its Speaker and Committee Chairmen and what, if any, changes you propose.
The basic difference in the current method of use of pledge cards to select the Texas Speaker of the House, as opposed to The Republican Party of Texas' preferred method of secure secret ballot, is the privacy of the individual legislator's choice. The current method does allow constituents to know who their representative voted for, yet the secret ballot method will avoid any intimidation or reluctance to vote against the incumbent or popular Speaker candidate, and encourage members to make their choice based solely on merit.
What differentiates you from your opponents?
I am highly conservative. I strongly supported the successful effort to maintain, protect and preserve The Woodlands Township's unique and advantageous form of government. I am a Native Texan. I am a consensus builder.
Please describe your views on gambling as a funding source for education and other budget items, and whether gambling should be expanded or reduced. Why?
As a conservative, I oppose the use of gambling funds by government as an income source. As a former educator and current education proponent, I believe the Texas government's foremost priority is to adequately fund education.

Please describe your plan for balancing the Texas budget. What budget items need to be cut and what taxes and fees need to be increased?
As a fiscal conservative and consensus builder, I will work with my colleagues to balance the Texas budget, avoiding tax increases and cutting budget items just like I would do in my own budget. Each session has its own new needs and concerns, so I would analyze the budget each time.

Will you commit to reduce the size of government at all levels by a specific date, so that total spending would not exceed 8% of total personal income (which includes corporations and other business entities as well as individuals) at the federal level, 5% at the state level, and 5% at the local level?
Even as a private citizen, I have fought against higher taxes and increased layers of government. As a fiscal conservative, I will always work steadily toward reducing the size of government at all levels for the benefit of all types of taxpayers.

What is your view regarding reducing or eliminating property taxes in favor of increased sales taxes and increased user fees?
Since imposition of any one type of tax would logically impact specific groups instead of the population as a whole, I would work toward a method of funding our government that is fair to and shared by all citizens.
Would you be wiling to abolish the property tax and or income tax in favor of a consumption tax?
I am a Native Texan who is proud that my state can boast it does not burden its citizens with an income tax, and I will work to keep it that way. Since imposition of any one type of tax would logically impact specific groups instead of the population as a whole, I would work toward a method of funding our government that is fair to and shared by all citizens.

What problems do you see with how the Legislature creates Improvement Districts and Special Purpose Districts and what solutions do you propose? Specifically address indebtedness.
I am aware the Republican Party of Texas opposes the creation of management or special purpose districts with the authority to impose taxes and bonded debt, and in general I understand that position. Some are overreaching and burden a small number of taxpayers with taxes to satisfy debt that the District takes on itself through bonds. These Districts should be used sparingly. In House District 15, The Woodlands Township is a shining example of a special purpose district that has been extremely successful.
What do you propose to solve the problem of underfunded liabilities, such as the state employee retirement fund?
As a fiscal conservative and consensus builder, I will work with my colleagues to resolve underfunded liabilities and overhaul the process for the future to avoid a recurring problem.
▾ 2nd Amendment - guns
What firearm and carry restrictions should Texas government require of citizens? Why?
As stated in the Gun Carry and Possession Restrictions plank of the Republican Party of Texas Platform, restrictions to gun ownership should be limited to persons convicted of a crime or found mentally incompetent by a medical psychiatric professional. Why? Because Texans and United States citizens have the basic right to bear arms.

The residency law, as it pertains to Voting in Texas, is ambiguous at best. Some have been selectively prosecuted, while others receiving compensation (cheap rent), have been allowed to skate. Will YOU carry legislation that clarifies this ambiguity and if so, generically speaking, what will it say?
I will carry legislation that is pertinent and important to District 15 and Texas as a whole. As a lawyer, I know that many laws need to be clarified or overhauled, and my legal training will be very valuable in identifying and revamping those laws. Residency laws do need attention, to the language of the law, and to the application of it.

As a Native Texan, I know Texans are protective of our property rights. So, I will work to uphold property rights for all Texans.

As a former educator and current education proponent, I believe the Texas government's foremost priority is to adequately fund education.
When did you first become aware of the progressive's CScope/Common Core/CRT/SEL/IB and what is your plan going forward to stop it?
As a former educator and current education proponent, I stay aware of education laws. While this was partially addressed in the last session, there is still much more work that needs to be done, and I will work to continually address it in future sessions.

Taxpayer funds should not be used for abortion.

Will you vote to prohibit the use of state funds to teach immigrants in their native languages, instead of English (so-called bilingual education)?
As a former educator, I understand the challenge of teaching children who do not speak English. I also understand the importance of communicating with these children while assimilating them into our country's culture and teaching them to communicate in English as quickly as possible. Per the Republican Party of Texas Platform, non-English-speaking students should be encouraged to transition to English and to quickly assimilate and succeed in American society.

Please fully describe what methods of funding roads in Texas you will support and oppose, and give your reasoning. Please discuss all revenue sources, tax diversions, tolls, and debt.
I support funding our Texas roads through transparent budget management, and without hidden taxes, tolls, or emergency funds. Tolls should be imposed only until the road debt is paid off.
What will you commit to do to prevent Texas Central Railway from exercizing Emminent Domain to destroy Texas farms and ranches?
As a Native Texan, I know Texans are protective of our property rights. So, I will work to uphold property rights for all Texans.

What is the most important legislative problem you see for the next legislative session and what do you propose to solve it?
The border catastrophe in South Texas leads to so many other crises in our state. Securing our border must continue to be a focus of our state government, especially when our federal government fails in its duty to secure our border.

Parental consent for minors for contraceptives is absolutely necessary.

Healthcare, gun control, immigration. As a conservative, I will work with my legislative colleagues, as well as those in the Texas executive and judicial branches, to oppose federal overreach.
