9/5/24 Special Meeting, directors (except Dr. Shelley Sekula-Gibbs, adopted same tax rate for 2025 as 2024 = increase in taxes because of increase in appraisals(rejected no-new-revenue rate that keeps taxes same or lower than last year - i.e., your taxes will likely go up with the increase in appraised values).

General

What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?

I have lived and worked in The Woodlands since 1992. I want to have a ‘say’ in the future of The Woodlands, continue to leverage my relationships with community leaders, and continue to listen and act upon the concerns of our residents.

What are the three main attributes that make you the most qualified for this position?

My leadership roles in many community organizations, a good listener, and a very diligent worker.

 

What three major changes would you like to see implemented by the Township?

I am not sure I would make any major changes to The Woodlands Township.We have earned several national awards honoring our community. However, I would like to see (and we are budgeting for this in our 2025 budget) a mass communication system.Also, excited to finally see a signature Fire Station 5 being built to serve the west side of The Woodlands.Finally, continue to stay on top of our aging infrastructure.

What 2 things about your opponent do the voters need to know?

I do not have an opponent.

Are any of your family members employed by or working under contract to either The Woodlands Township or Montgomery County?

No

What do you think the Township Board should do with the property formerly occupied by GE Betz Laboratories, on the Sthwest quadrant of the intersection of Grogans Mill Rd and Lake Woodlands Blvd.

Currently the Board is looking at sending out an RFP to get a baseline what this property is both worth and what kind of interest there is in it.  Certainly, we will ask for community input and come up with an agreed upon decision.

List all civic, political or union organizations or individuals to whom you have contributed time or money in the last five years.

I am a member of the The Woodlands Republican Women’s Club.

I was a Republican Precinct Chair for 10 years, leaving that position four or so years ago.

What, in your view, are the positive and negative aspects of the Township's current governance structure?

I ran for Township two years ago to ensure that we keep the current governance.This is an incredibly unique model that has worked.The negative would be that we still have folks in our community that continually want to change this model.

Budget

The township budget funds all reserves 100% yearly. What is the current surplus and should any of it be returned to the residents or retained in a rainy day fund and if so, how much and why? Any other options for the surplus?

I do not know if savings would be considered a ‘surplus.’  A rainy-day fund is absolutely necessary.  Who would have known we would have a pandemic that would last over two years.  Also, in a community call The WOODlands, between the drought and our most recent storm, the amount of reforestation needed to replace the trees is an incredibly large number.  I am proud last budget cycle we budgeted and spent $1,000,000 for reforestation and again in 2025 we have budged that same amount.  These are just two examples of why we should have monetary reserves

Taxes

With The Woodlands reaching full residential build-out, what do you think the Township should do to generate additional non-property tax revenues to maintain services without a property tax increase?

Would like to see a more aggressive push to recruit company and retain headquarters to The Woodlands.

Ethics

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcies?

No

What are your thoughts about the community using the board to promote certain social justice agendas? Should the board maintain neutrality since they represent broad views of all residents?

Implementing social justice agendas is not the role of government.

Transportation

What are the 3 most pressing mobility issues in The Woodlands and what is your preferred solution to each?

  1. Since Montgomery County has oversight of the roads, we need to continue to work with their leadership to maintain our aging roads.
  2. With The Woodlands finally getting a voting seat on the Houston/Galveston Area Council, we can have a say in the overall mobility plan.
  3. We need to continue to work with Bike The Woodlands to be sure we have a safe place for our thousands of bikers to ride.

Commissioner Riley is actively planning the extension of the Mansion's Way parkway. What should the Township do to prevent a flood of cut though traffic on Woodlands Parkway?

Again, the fact that we now have a seat on the HGAC, we can collaborate with our officials and TxDot and use our Township’s influence to discuss and make informed decisions that is the best possible outcome for our residents.

Yes.

What do you perceive to be the biggest threat to our community within the next 5 years?

The biggest threat is being able to keep up with our aging infrastructure.We just turned 50 – that would include our water, roads, housing, etc. We need to stay on top of all of these in addition to enhancing what we currently have.Neighboring communities would love to take the place of The Woodlands as the “go to” place to shop, dine and play.

The Woodlands is basically built out, except for some land held by Howard Hughes Corp(HHC). Are you concerned they(HHC) may use that to build multi-family housing? And what are the pros and cons of that?

I do not know what HHC is planning with the land that is left.The cons would be an impact to our schools; the pros would be more tax revenue and a place for our necessary workforce to live.

Should the township be funding non-profit organization events such as Interfaith luncheons, senior pick-up services, Education for Tomorrow luncheons, etc...with tax dollars? Please explain.

There are non-profits that certainly can and will help provide needed resources for our community.  With this last storm, St. Simon and Jude became a ‘cooling station’, a place to charge phones and a place to stay for our residents when their homes were unlivable.  Many of the grocery stores had no power.  Interfaith opened their doors as a source for food.  We need to understand the partnerships and see what they bring to the table.

What's your position on a Performing Arts Center in the Woodlands and what should the funding source(s) be & at what percentage?

A performance arts will be awesome in The Woodlands.We definitely should have a center like this!I cannot tell you how many times I have driven to Sugarland to their Smart Financial Centre. Partnerships will be especially important in the funding – are there private investors? The Pavilion? Howard Hughes? The Township?

Which current Township board member do you identify with the most and why?

Each Board member brings something different to the table. Ann has the institutional knowledge. Brad brings and executes big ideas. Kyle has that legal background that has been instrumental. Richard ran on unique ideas and has seen them through to fruition. We have had a very strong Board for the last two years and our outcomes have proven that.

On the GE Betz property, there were reportedly 4 underground storage tanks(3 concrete and one leaking fiberglass tank, with apparently no disposition. Is this acceptable? What should be done/

I can honestly say I am not familiar with this. A previous Board of Directors purchased this land. What were their thoughts when they bought this?

What political party do you affiliate with? Do you believe in that party platform(all of it or % part - if %, please describe what you disagree with?

I have always been a Republican and an active one with ten years as a Precinct Chair. I agree with their platform.
