Steve Lawrence came to Texas in 1992 and has lived in The Woodlands for 23 years. His wife, Connie Wright, has been in The Woodlands for over 40 years. Connie has been a well-known area Residential Designer for decades, building over 200 homes. She was the designer of the Carlton Woods Inaugural Home. In the 1980's, Connie served as a Precinct Chair and an Election Judge. Together, they have 2 adult sons, one adult daughter, 5 grandchildren, and 2 dogs.

Steve was born in Sendai, Japan to a career Army officer. His mother was a businesswoman, thespian, and adoring mother. Steve’s family moved frequently, causing him to attend 7 different schools from K through 12. Before becoming a career pilot, Steve used his skiing ability to help pay for his environmental biology degree from the University of Colorado at Boulder. His initial plan to be a forest ranger changed when he heard the call of the United States Air Force. 

Steve was an instructor pilot in the Air Force. In 1984, while assigned to the KC-135Q tanker aircraft, he developed the Strategic Air Command’s Tanker Fuel Conservation Program. This system involved courseware development to train pilots, a fuel use reporting mechanism, and software analysis of fuel used per mission type and per crew, squadron, and wing. Locally and separately, to the SAC-wide fuel conservation program he created, he added a base competition with significant incentives to winning crews, which he coordinated through appreciative local merchants. 

After over nine years in the Air Force, Steve separated honorably to fly for Pan Am. Pan Am ceased operations about five years later, but not before he was checked out as a Boeing 727 first officer and training captain, followed by his assignment as a Boeing 747 first officer. As a B727 first officer, he trained B727 captains for Pan Am. 

After Pan Am, Steve flew for Atlas Air, a Boeing 747 freight & charter passenger airline that started operations in the early 1990s. It now has the world’s largest fleet of Boeing 747s. Atlas was one of two launch customers (the only U.S. carrier) that enabled Boeing to commit to building its newest, biggest 747 model, the -8/Intercontinental. Not long ago, Atlas received the last new B747 ever built. As a senior instructor and evaluator pilot, Steve was identified by the FAA as an Initial Cadre 747-8 instructor and evaluator. This qualified him to create courseware for ground school training and check out Atlas pilots in the new Queen of the Skies during initial line operations training. Spanning almost 25 years, Steve has flown all commercial versions of the Boeing 747, from the B747-100 to the B747-8/Intercontinental, including the LCF Dreamlifter.

Steve describes his most consistently rewarding job as being the pilot for a local evangelist. While flying for Atlas Air, his seniority allowed him to schedule the airline’s needs around the needs of the ministry. That aircraft was a small twin-engine Piper Pressurized Navaho. Steve was not just the pilot; he also functioned as the ministry armor bearer (right hand). 

Now retired, Steve’s time is divided between family, friends, church, and the Republican Party. 

As an active Christian Conservative, Steve has successfully campaigned for many GOP officeholders from local to national races since 2014. You have probably seen him block-walking or campaigning at South County Community Center during early & election-day voting. 

Steve has been the Montgomery County Precinct 48 Republican Chair since mid-2021. A month after being sworn in as Chairman, he was in Austin, testifying in support of our children and parents at a House Public Education Committee Meeting. That same trip, he attended a Constitutional Rights & Remedies Select Committee Hearing to support SB-1 and election integrity. March 2022, Steve served Republicans as a delegate to the GOP Senate District 4 Convention. Then in June, he served as a delegate to the State GOP Convention. 

At the start of 2023, Steve committed to another opportunity to serve. He prepared to enter prisons by obtaining official Texas Department of Criminal Justice (TDCJ) authorization so that by April, he was a lay volunteer in the Estelle Unit outside of Huntsville for a 3½-day Kairos Prison Ministry Weekend. Steve describes it as one of the most rewarding ways to help hurting and severely challenged incarcerated men. He volunteered for the next Estelle Unit Kairos Weekend in October and was assigned an entry-level leadership position. The next Kairos Weekend will occur in April 2024, when his planned assignment is as Chapel Leader. 

Steve explains his desire to serve the county as focused on desires and concerns we all share. Steve said, “By being reelected as the Republican Precinct 48 Chair, I would look forward to continuing to serve our residents on the County Executive Committee and at other venues in the county, the state convention in San Antonio, and as needed in Austin. Also, I stand ready to encourage and assist all those wishing to serve Precinct 48 in any capacity they may choose. I am representing myself only (not precinct 48), and I am currently seeking people who may be interested in running for one of three MUD 1 director positions in May. Additionally, I am representing myself only (not precinct 48), by stating my support of Senate District 4 SREC Committeewoman Gwen Withrow on the March 5, 2024 ballot for the Montgomery County Republican Party Chair.”

General

What 2 things about your opponent do the voters need to know?

1. Ashley may be less conservative than I desire, for her to represent me on the County Executive Committee. She ran against the conservative candidate, Tiffany Nelson, which I personally supported on the last CISD Position 1 ballot. 

2. I met Ashley in the South County Community Center parking lot while campaigning during early voting last year. I found her pleasant and articulate. 

This is a Republican primary race.  Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have.

There are 337 planks in the current RPT platform. I have expressed very few as worthy of removal, and a few as “fully” acceptable with some changes. Where my colleagues, constituents, and I may differ, I understand their positions and can live with their viewpoints. If my constituents want to push back against a position contained in the platform, I will either teach them how to submit a resolution for consideration or submit one on their behalf. The bottom line is that I support the platform.

Define what the word "Conservative" means to you.

A conservative understands that “life” and “human” rights do not come from a government but from the Creator of all humans. A fiscal conservative means decision-making is based on an approved balanced budget. Allocating funds from that budget is achieved by balancing input from all constituents willing to express their viewpoints on spending within that balanced budget. In today’s environment, being a conservative is synonymous with being a strict constitutionalist, both federal and state. Our constitutions, both of them, are under attack by very progressive ideologues. A conservative understands the threat an open border poses and is willing to work to do something about making it right. A conservative understands the most important group to protect is the family. A conservative will place a higher premium on morality and integrity than profit. 

Are you willing to put in the time necessary to attend CEC meetings, additional committee meetings, training sessions, blockwalking, etc?

I have and will do even more if I am reelected. 

Do you think the 'Republican' brand should be used by PACs in their names that may deceive voters? Why or why not?"

I was one of the majority of MCTX Republicans who approved a resolution against such practices. I think it shows sound judgment to reveal such deception when discovered. We are in the process of doing that now.

Tea Party - This is mainly because someone can be a fiscal and social conservative but not have a Biblical worldview.

How do you believe precinct chairs should be involved in elections? (election judge, clerk, none?)

A precinct chair cannot be an election judge or clerk if on the ballot. However, I have been a judge and a clerk while not being on the ballot. I believe it is better for an election in which the precinct convention is held after polls close, that the PC should not be the judge. Either the precinct convention is placed in recess for too long and that displays a lack of respect to attendees, or acting as the temporary precinct convention chair, the PC nominates a surprised attendee to be the precinct convention chair to lead the precinct convention in the precinct chair's absence. If the precinct chair does not do either of these, a vital part of being the election judge (after voting has ended) must be delegated to clerk(s) to prevent rushing through critical procedures. Therefore, the precinct chair is not available to oversee those procedures. A precinct chair functioning as an election judge is a significant challenge during elections followed by precinct conventions; therefore, I do not recommend it. 

Do you like the Steering Committee style of leadership currently in place or that of just a county chairman?

I must go back a few years, but this question reminds me of my undergraduate class, Business Management 101. That class covered decision-making such that when time is not critical, the best decisions can almost always be derived when the largest amount of available grey matter is accessed. I am also reminded of Proverbs 15:22: Plans fail for lack of counsel, but with many advisors, they succeed. I prefer the steering committee. 

Do you beieve that the county chair/precinct chairs should actively participate in at least one committee?

Yes, we should. I can see the value in having a county chair float among all committees at various times to keep a finger on the pulse of each committee. However, I prefer this to be more as an observer/advisor than an ex-officio member.

Should the county GOP chair be involved with fundraising? Why or why not?

Yes, the county chair is prominent in the community and should be very active and involved with fundraising. Additionally, effective leadership and oversight should be fundamental for fundraising.

Should party primaries be "open" or "closed" & why?

Party primaries should be closed. The question, why, reminds me of the latest township election. We had a long-term democrat supporter running as a Republican for township director. When I was campaigning for Dr. Shelley, her opponent’s sister told a voter that her sister had voted in republican primaries since 2012 and showed the voter a paper displaying that statement as fact. I pointed out that for years, democrats have been voting in republican primaries in attempts to get the weakest republican candidate through the primary election to run against their candidate in the general election. Closed primaries will prevent the use of that strategy. I hope my constituents agree.

Should the GOP County Chair be selected by the elected County Executive Committee, or in the Open primaries where Democrats can cross over for more moderate candidates?

It is foolishness for a non-republican to have a vote in a republican party election. How is it different than having an illegal alien voting in any election in America? I hope my constituents can see that. 

There's discussion about making major revisions to the RPT Platform. Please describe the nature of any major changes you support.

Perhaps we should discuss planks 64, 65, 66, 82, 227 and/or 235 as possible location(s) we should include a challenge to the approach the U.S. Constitution takes with respect to treaties. I do not want the WHO, WEF, or any other alphabet member of the global cabal as a dictator to whom we must bow. 

Also, planks 199 and/or 200 should be considered for expansion to reflect the 2023-2024 Legislative Priorities regarding Texas Legislature committee chairs being selected from republican legislators. I hope my constituents agree. 

What's your position on Texas House Speaker Dade Phelan?

By maintaining Democrats for committee chair positions against RPT Legislative Priorities, Dade Phelan has decided to hop in bed with them. Due to his popularity among Democrats, I do not believe we can take the gavel away from him by any means other than to primary him out of office entirely. On Dec 19, 2023, Texan and Newsmax commentator Chris Salcedo reported Phelan is the only Republican State House Speaker in America that awards Democrat Reps committee chair assignments. I hope my constituents will contact anyone they know in State Rep Precinct 21, and convince them to campaign for and vote for their incumbent's dominant opponent. 

Budget

Would you support legislative action to establish a salary framework (possibly related to the Gov. salary) for all taxpayer funded employees with a stipulation that elected officials be required to get voter approval to exceed that framework for their own salaries?

The 2023 annual salary reported for Texas Governor Abbott is $153,750. Montgomery County Commissioners were reportedly paid salaries of $195,335 in 2022. Gee, I’d do the job for $120k, so yes, I would support establishing a responsible salary framework for Montgomery County taxpayer-funded employees. Certainly, most MoCo employees are not overpaid. I suspect most county taxpayers can appreciate the concept.

Education

Do you support or oppose social programs in our schools (like C-Scope, Common Core, CRT, International Baccalaureate, SEL, etc.)? Why or why not?

I do not support these social programs. I support a return to historically fundamental curricula, including math, reading, writing, traditional science, traditionally accepted history, etc. Perhaps balanced philosophical studies could be offered for opposing “commentaries" and not indoctrination. Nationwide, we have discovered that parents of students should no longer assume school boards have the best interests of their children at heart. There is reason to believe we have this problem in our own county. I pray my constituents understand this, for the minds and well-being of our children and our national future. 

Ethics

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

No.

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

During a republican primary, it would be inappropriate for a republican precinct chair to advocate for or against any republican candidate "as the representative of the precinct.” However, I maintain that precinct chairs should not be deprived of an individual's First Amendment rights. It is inherent in our freedoms that all Americans have the right to speak their minds. I agree that all republican voters should be active in discussing as many "personal" viewpoints as possible for every election with anyone willing to listen. In all cases, a discussion should be respectful. 

Should the county GOP chair be involved in any other political organizations, including PAC's, while serving a term as the chairman? Why or why not?

No, this is due to the elevated possibility of conflict of interest. Who would the county chair raise money for, the party or the PAC? Here in Montgomery County, we see that a PAC using the word Republican in its name, Republican Voters of Texas PAC, and fully supported by the county chairman, doesn’t feel obligated to the Republican party platform or support of Republicans over Democrats. This is only one of several reasons I, as an individual not as a precinct representative, support Senate District 4 SREC Committeewoman Gwen Withrow, as opposed to the current chair, Bryan Christ, for Montgomery County Texas Republican Party Chair on the March 5, 2024 ballot. 

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, sign of heartbeat, 3 months of pregnancy, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

The book of Basic Instructions Before Leaving Earth tells me that the Creator is active “at the very beginning of a human life.” It describes a knitting process and very personal things occurring between a human in a womb and God. I cannot support the violent destruction of an innocent life. 

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

My opinion on America’s open border is that those supporting it are no different than traitors during a war. Currently, there is an invasion by foreign entities. That is a function of war and already killing Americans and Texans. Significantly worse possibilities may not be far off. From the occupier of the Oval Office to supporting democrats, republicans, and others, anyone who supports the suspension of immigration law is now a traitor to American sovereignty. Texas should defend its own citizens and southern border if national defenses continue to be withheld by the commander-in-chief. I pray my constituents agree. 

Other

What does being a conservative mean to you?

For me, being conservative is an integral part of my faith. It is searching God’s Word as my primary source of wisdom. It functions as a plumb line to keep everything straight and orderly. To me, conservative thought and action keep everything simple. For example, I cannot go wrong if I first love God and then love my neighbor as myself. 

List 3 changes that should be made to how elections are conducted in Montgomery County.

I have looked into election irregularities since 2020. I would only make one change. That being:

Effective voter role auditing on a biannual basis, as well as a week before every voting event, whether a period (as in early voting if we can’t get rid of it) or a day. Eliminate early voting. Only mail-in voting for absentee voters with limited qualification requirements. Create a National Voting Day Holiday of one day on odd years for Combined Elections and two days on even years for Primaries and Combined Elections. Paper ballots only, never leaving polling sites before the first official count. Paper ballots are handed out at polling sites, executed by voters at polling sites, returned to election authorities at polling sites, and hand-counted at polling sites. A Precinct Election Summary (PES) form shall be completed by the Election Judge at the polling site. After the precinct-level process is completed, all ballots shall be placed in a box, and the Precinct Election Summary will be attached to the outside of the precinct ballot box. All events stated above are managed by highly trained election operations personnel while video surveillance of the entire process is assured. Again, all the above shall be accomplished at the precinct level. The ballot box and PES form shall be transported with geo-following by at least two trained agents, one driver, and one observer (perhaps even escorted by one law enforcement unit) to the county election central location. At election central, under video surveillance, the ballot box shall be transferred from the transport vehicle directly to secure, constantly videoed vaulted storage, within which all ballot boxes will be filed by precinct number. All county Precinct Election Summary forms shall be removed from the ballot boxes as they arrive at Election Central and processed by the County Election Administrator. The administrator will transfer PES data to a County Election Summary (CES) form. The CES shall be electronically scanned before sending the hard copy to the Secretary of State. The County Election Administrator will send electronic copies of the CES to the SOS, news agencies, and other entities as may be directed in the new election code. Again, all this shall be observed by trained personnel and the use of video surveillance. Other than videoed and strictly controlled cleaning and maintenance periods, properly challenged ballot counts will be the only reason vaults shall be opened before the next election. Recount procedures will require similar strict procedures and scrutiny. There is obviously more minutia to consider in the establishment of a new election code. 

Do you support current RPT chair Matt Rinaldi in full and if not, what do you disagree with?

I was very disappointed by his lack of action supporting our county majority. I can understand his dilemma after realizing this is far more than just a MoCo problem, with so many renegade county chairs in Texas. I’m more disappointed in the courts than with Rinaldi. However, he has caused me some concern, so my support is contingent on scrutinizing his decisions and actions.
