What makes you qualified for this office?  Name three main reasons you believe you’re the best candidate for this position?

I was elected to serve on this BOD in 2018 and served on three committee’s and have been the Secretary for the past year. The past years on the BOD has given me the experience necessary to make decisions in the best interests of the Citizens of Montgomery County.

Who has ownership of the land below and the air above and how far of each?  Is groundwater considered a person’s private property under the Texas Constitution?

Yes you own the water under your land as well as oil and gas.

 

Are you familiar with the enabling legislation and any subsequent legislation regarding the LSGCD creation, powers, authorities, duties, etc.?

Yes

Is this position currently fulfilling its obligations?

Yes

What aquifer or aquifers does LSGCD regulate?

Primary withdrawal of public water occurs from Evangeline and Jasper Aquifers.

What impact does the LSGCD have on our water bills?

Not much as the MUDs, Water suppliers and SJRA are the ones that bill us for our water. LSGCD only bills the suppliers.

In your opinion, does Does Montgomery County have a water resource or regulation problem?  Why?

The Montgomery County Tea Party PAC where I serve as Board Chairman.

Physical boundaries.

It is too early to determine.

Budget

What are the top 3 areas where the budget for this office needs to be adjusted?

As a member of the Budget Committee I don’t feel there are 3 areas that need to be adjusted.

Will you vote to limit budget increases to a factor based on population growth and inflation? Explain.

Population growth does have a bearing on budget increases however other factors enter into LSGCD budget.

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

Do you support the new board engaging an independent third party to conduct an audit of LSGCD operations and make the findings public?

We do have a company conducting audit and the annual reports are public.

Should two local government entities force residents to pay billions of dollars for infrastructure development without a vote?

No. SJRA spent with interest a little less than 1 Billion dollars on their water treatment plant and infrastructure to deliver the lake water to some Montgomery County cities and some cities don’t get water from SJRA but still have to pay for it. The residents need to have a vote.

List anyone you have lobbied for or represented at any governmental agency during the past five years?

Many conservative Republicans too many to list.

What actions should the LSGCD take to implement change that would result in lower water rates for consumers?

LSGCD does not set rates for comsumers.

In 2009, the LSGCD mandated a 30% reduction on water withdrawal from underground aquifers.  On what scientific data was that decision based on?

The LSGCD BOD were convinced by SJRA member or members that we were using too much water from the aquifers and then the mandated 30% reduction went into play. I don’t think they really had any scientific data.

What political party do you affiliate with? Do you believe in that party platform (all of it or % part - if %, please describe what you disagree with)?

Republican and yes I agree with all the RP Platform.

Please explain why you will vote to award any contract with less than three qualified bidders?

I will not vote to award any contract without having three qualified bidders. LSGCD has set rules and Bi-Laws to control this issue.

When and how was the LSGD created?  What are the duties? Where is their authority derived?

LSGCD was created by the 77th Texas Legislature in 2001, for the purpose of preserving, conserving and protecting Montgomery County’s ground water supplies.
