Questionnaire

General

What 2 things about your opponent do the voters need to know?

I have no knowledge of my opponent

This is a Republican primary race.  Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have.

I Phill Cady promise to abide by the RPT platform

Define what the word "Conservative" means to you.

Limited Government

Fiscal Responsibility - lower taxes - blanced budgets

Less Regulation

Marriage is only between a Man and a Women as they were born

Are you willing to put in the time necessary to attend CEC meetings, additional committee meetings, training sessions, blockwalking, etc?

I am willing to do all the above. As a previous PC I attended nearly all CEC meeting in the 4 years i served. I was also elected by the CEC to serve on the Steering Committee, I was co-chair for the community engagement committee in 2020, I also assisted other committees as needed

Do you think the 'Republican' brand should be used by PACs in their names that may deceive voters? Why or why not?"

NO - When a pac uses the name republican in their name misleads to voters to believe they represent the parties official view who the voter should vote for.

What best describes your political ideology most(circle only one).
1.        Republican
2.        Grassroots
3.        Conservative
4.        Tea Party

Conservative

How do you believe precinct chairs should be involved in elections? (election judge, clerk, none?)

I'm a previous PC form 2018-2022 and was election Judge in every election until I stepped down. I believe the PC should at the very least be available to serve as Judge or clerk. I do believe it also puts the PC at a disadvantage in elections not being able to work the election handing out voter guides to support like minded conservatives.

Do you like the Steering Committee style of leadership currently in place or that of just a county chairman?

I perfer steering committee. I have also served on MCRP steering committee for 1 year while serving as PC

Do you beieve that the county chair/precinct chairs should actively participate in at least one committee?

PCs should be engaged in at least 1 committee, as a previous PC I was in 2 committees 1. Community engagement 2.  2020 victory committee.

I was nominated Community Engagement person of the year by the MCRP Chair for 2020

Should the county GOP chair be involved with fundraising? Why or why not?

fundraising for the county republican party should be a primary responsibility for the County GOP Chair.

Should party primaries be "open" or "closed" & why?

I believe Texas should have closed primaries, Democrats will vote for a weaker republican in order for that person to win then in the main election they will vote for their Democrate canadate. I don't believe either party should be able to switch their party status from one election to the other

Should the GOP County Chair be selected by the elected County Executive Committee, or in the Open primaries where Democrats can cross over for more moderate candidates?

The Party Chair should be elected by the elected county executive committee.

There's discussion about making major revisions to the RPT Platform. Please describe the nature of any major changes you support.

at this time i believe the RPT Platform should stand as is. If any changes need to be made let it be by the delegates elected at the state delegate convention.

What's your position on Texas House Speaker Dade Phelan?

I was never a supporter of Dade Phelan. One problem in Austin that prevents consevative bills pass is there are to many spinless RINOs holding legislative positions. Dade Phelan needs to be voted out of office if that's not possible then republicans in the Texas legislature need to elect a new speaker of the house.

Budget

Would you support legislative action to establish a salary framework (possibly related to the Gov. salary) for all taxpayer funded employees with a stipulation that elected officials be required to get voter approval to exceed that framework for their own salaries?

I believe no employee elected or otherwise should NOT make more than the govenor. I also believe county commissioners salary should be voter approved every 2 years and never above larger Texas county commissioners. It's wrong for commissioners to approve their own pay raises.

Education

Do you support or oppose social programs in our schools (like C-Scope, Common Core, CRT, International Baccalaureate, SEL, etc.)? Why or why not?

absolutely not, the U.S Government or Foreign Governments should not push curriculum that goes against american and christian values.

Ethics

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

I had a DWI in 1996, it was a very humiliating expierence. I have been clean & sober 17 years

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

I do think PC need to be involved in primaries either as election judges or clerks BUT if the PC can find a judge to work their precinct that becomes an asset for the party to help get other like minded conservatives elected working beyond the 100 ft marker handing out voter guides on election day.

Should the county GOP chair be involved in any other political organizations, including PAC's, while serving a term as the chairman? Why or why not?

IMO when the County Chair gets involved in PACs or other political organizations he/she becomes compromised and no longer really serves the party or listens to the CEC, it becomes self interest as what's happening now

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, sign of heartbeat, 3 months of pregnancy, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

At conception, I believe Texas Legislature has passed a law banning abortion which i agree with

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

completely close the border and return all who illegally entered. Only allow legal entry with visas through ports of entry

Other

What does being a conservative mean to you?

~Not Answered Yet~

List 3 changes that should be made to how elections are conducted in Montgomery County.

Paper ballots - get rid of the machines

hand count ballots for verificaton for all precincts

closed primaries

Do you support current RPT chair Matt Rinaldi in full and if not, what do you disagree with?

I do and I don't

The RPT didn't support Montgomery County Republican Parties actions against current county chair for not following bylaws approved by the majority voting body of the CEC
