Questionnaire

General

What 2 things about your opponent do the voters need to know?

  1. Who is he? I have been heavily involved in Montgomery County politics for almost 18 years, yet I don't believe I've ever heard of him or met him. Who endorses him? Who is funding him?

  2. What is his voting record? I've voted for Republicans in almost every November election since 1968 (I may have missed 1 or 2). I've never voted for a Democrat for President. I've been voting in Republican Primaries for over 20 years & have never voted in a Democrat Primary.

This is a Republican primary race.  Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have.

Yes.

Define what the word "Conservative" means to you.

The traditional, historical values of our Founding Fathers. I believe in the Original Intent of the Declaration of Independence & the Constitution of the United States. Those documents are immutable & do not change just because society changes. I believe in Free Market principles & Limited Government. I believe that life begins at conception. I believe in Limited Government & a balanced budget. There's more – just ask.

Are you willing to put in the time necessary to attend CEC meetings, additional committee meetings, training sessions, blockwalking, etc?

Yes, as I have done for the ~3 years I've been the Chair of Precinct 17 & my 20+ years of political activism.

Do you think the 'Republican' brand should be used by PACs in their names that may deceive voters? Why or why not?"

Voters can be easily mis-led to believe that any organization with a party's name in it's name is affiliated with that party. Thus, all PACs should avoid using any party's name in their PAC's name.

What best describes your political ideology most(circle only one).
1.        Republican
2.        Grassroots
3.        Conservative
4.        Tea Party

3.   X  Conservative

More specifically, I identify as a Christian Constitutional Conservative (CCC or C3).

How do you believe precinct chairs should be involved in elections? (election judge, clerk, none?)

Precinct Chairs have many duties related to elections. The question seems to focus on Election Day. The Precinct Chair's responsibility on Election Day is to ensure the proper operation of the Polling Location. The Presiding Judge is responsible for the Polling Location on Election Day, thus the Precinct Chair Handbook presumes that the Precinct Chair will be the Presiding Judge, however the Precinct Chair can delegate that role to another responsible individual who will fulfill all the Election Day duties.

Do you like the Steering Committee style of leadership currently in place or that of just a county chairman?

A properly constituted Steering Committee should function like a corporate Board of Directors, thus is a preferred structure for governance for counties with many precincts.

Do you beieve that the county chair/precinct chairs should actively participate in at least one committee?

That would be a preferred model, however that might be challenging & even unwieldy in mega-counties, such as Harris County.

Should the county GOP chair be involved with fundraising? Why or why not?

The County Chair should have some level of involvement in every aspect of county party operations. Fundraising is necessary for the party to function & the County Chair should be a leader in that area.

Should party primaries be "open" or "closed" & why?

There are pros & cons to both models. I lean toward the Closed Primary model because it allows those who specifically choose an affiliation to choose the party's candidates for the General Election.

Should the GOP County Chair be selected by the elected County Executive Committee, or in the Open primaries where Democrats can cross over for more moderate candidates?

Allowing the County Executive Committee to choose the County Chair would follow the model used in most other political environments. It's the State House chooses their Speaker. It's the U.S.House that chooses their Speaker. That should be true at the County level also.

There's discussion about making major revisions to the RPT Platform. Please describe the nature of any major changes you support.

I do not support major revisions to the RPT Platform. I have suggested a number of improvements to the adoption process.

What's your position on Texas House Speaker Dade Phelan?

Dade Phelan caters to the Democrat minority & has demonstrated a lack of regard for the wishes of grassroots conservatives. As a CCC (see above), I want to see him replaced. His conduct in the impeachment of Attorney General Ken Paxton was downright embarrassing & demonstrated his incompetence to fill the role of Speaker.

Budget

Would you support legislative action to establish a salary framework (possibly related to the Gov. salary) for all taxpayer funded employees with a stipulation that elected officials be required to get voter approval to exceed that framework for their own salaries?

While that proposition sounds enticing, I have yet to conceive of a one-size-fits-all framework that would be acceptable. I would have to carefully analyze any proposed framework before I could support it. What is appropriate compensation is a difficult subject & should have full oversight by appropriate authorities, not to include those being compensated. For top-level government officials, maybe that should be the tax-payers.

Education

Do you support or oppose social programs in our schools (like C-Scope, Common Core, CRT, International Baccalaureate, SEL, etc.)? Why or why not?

Public education has drifted far away from the basics of reading, writing, & arithmetic. Training in social skills should primarily be the responsibility of the child's parents, yet it's not possible to teach true history without the societal involvement that drove historical events. It's not an all-or-nothing deal, yet curriculum in recent decades has gone overboard on social emphasis & neglected the basics. The programs cited in the question have a primarily social emphasis, & some aspects of them are factually wrong & violate traditional social mores. The central theme of these programs, as I understand them, is to indoctrinate our children in a group-think mentality that is contrary to the traditional individualism that has allowed this country to flourish.

Ethics

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

Never arrested. Never filed for bankruptcy. Never sued. I'm perfectly willing for anyone who wants to do a background check to do so.

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

I assume you're meaning involvement beyond official duties. Precinct Chairs have First Amendment rights as a private individual to do anything that's legal.

Should the county GOP chair be involved in any other political organizations, including PAC's, while serving a term as the chairman? Why or why not?

The role of the County Chairman is to do whatever is necessary & legal to ensure Republican candidates are elected. In all Republican-candidate versus Republican-candidate issues, the County Chairman should remain neutral unless one of the candidates has violated the law or Republican principles. The County Chair should have no affiliation with any organization that supports one Republican-candidate versus another Republican-candidate.

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, sign of heartbeat, 3 months of pregnancy, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

At conception. Precinct Chairs have no involvement in making laws, but I have for decades been a strong proponent & advocate for pro-life causes & legislation. I have communicated with my elected representatives at all levels to advocate for pro-life measures.

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

Just a few suggestions: build the wall; apprehend & immediately deport all those who enter illegally.

Other

What does being a conservative mean to you?

  • Pro-life – life begins at conception

  • Pro-family – parents are responsible for their children; only 2 unchangeable genders; marriage only between one biological male & one biological female

  • Pro-individual-liberty – limited government; government provides services only, only for citizens

  • Pro-constitution – original intent; enumerated powers only; pro-free-speech; pro 2nd Amendment

  • Pro-free-markets – government should not intervene in commerce

  • Patriotic – supports nationalism; honor & respect national symbols

List 3 changes that should be made to how elections are conducted in Montgomery County.

  1. Election processes should be more open to observation & inspection.

  2. Election data should be more available for verification of results.

  3. All facilities paid for by taxpayers should be mandated to be available to the Elections Office for elections.

Do you support current RPT chair Matt Rinaldi in full and if not, what do you disagree with?

Matt Rinaldi is the best Chair the RPT has had in the past two decades. No two people ever agree on everything, so I can't say there are no disagreements, but I sure can't think of one at this time. YES! I support Matt Rinaldi as RPT Chair.
