I have served as Republican Party Precinct Chair #37 since 2021. In this position I have sought to defend your individual liberties and constitutionally protected rights. I have participated in numerous conventions including the Republican Party Texas State Convention and most County Executive Committee meetings on your behalf to advocate for your rights. I drafted almost a dozen pieces of legislation in the last legislative session and worked with legislators to promote that legislation. I have been a staunch advocate for necessary changes to Texas and Montgomery County election laws and processes to secure our elections. Yes Texas, we have a problem! Many.  I drafted a 30-page report outlining serious vulnerabilities with elections in Montgomery County and Texas going back 2 decades. I have also served as the Precinct #37 election judge. I hope to continue this work on your behalf in the new term.

I ask you to reelect me as Republican Party Precinct Chair #37 in 2024.

I would love to hear how I may serve you in this next term. Please feel free to contact me at 713-724-0474 or email me at kristencplaisance@gmail.com

Questionnaire

General

What 2 things about your opponent do the voters need to know?

I would rather speak about my qualifications and my goals for this position than speak about others.

This is a Republican primary race.  Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have.

Yes.

Define what the word "Conservative" means to you.

Enforcement of the US and Texas Constitutions interpreted as they are written, at the time they were written.

Small, limited government operating within the strict boundaries of the Constitution.

Sovereignty of the United States and Texas protected through secure borders and states’ rights preservation.

Fierce protection of all individual liberties secured by the Constitutions whether enumerated or unenumerated.

Fiscal responsibility of government through balanced budgets and only funding programs for the protection of American citizens and our rights. Put an end to the indentured servitude of the American people through gross abuse of welfare and foreign aid.

End the endless foreign wars. Our military should be protecting the homeland, not policing the world.

Are you willing to put in the time necessary to attend CEC meetings, additional committee meetings, training sessions, blockwalking, etc?

Yes

Do you think the 'Republican' brand should be used by PACs in their names that may deceive voters? Why or why not?"

No, it’s a conflict of interest. They can say they are conservative, or any other principle that describes them but to use the word Republican indicates that they are endorsed by the party which nullifies the party’s right to freedom of association.

What best describes your political ideology most(circle only one).
1.        Republican
2.        Grassroots
3.        Conservative
4.        Tea Party

I am a constitutionalist. I am all of the above, but the political ideology that most describes me is constitutionalist.

How do you believe precinct chairs should be involved in elections? (election judge, clerk, none?)

Republican Party precinct chairs have a duty to their constituents to uphold the principles of the Republican party and that includes upholding the Republican form of government guaranteed to us in the Constitution. Therefore, it is our duty to protect the elections that protect our republic. We should be working with election officials to ensure security and transparency in our election process and that election laws are being strictly followed. Precinct Chairs should be involved in every aspect of their precinct’s election. They can do that by working at the polls themselves or by recruiting qualified and honest constituents to fill those positions.

Do you like the Steering Committee style of leadership currently in place or that of just a county chairman?

The Steering Committee is the correct style, decentralized power is the construct of government most conducive to liberty.

Do you beieve that the county chair/precinct chairs should actively participate in at least one committee?

Yes. All should participate in at least one committee. The more people that participate in the political process, the more decentralized government will be.

Should the county GOP chair be involved with fundraising? Why or why not?

Absolutely. The county chair is the face of the county party. One of their main jobs should be to participate in fundraising activities.

Should party primaries be "open" or "closed" & why?

Closed. Allowing nonmembers of a party to participate in a party primary destroys the constitutionally protected right of all party members to freedom of association.

Should the GOP County Chair be selected by the elected County Executive Committee, or in the Open primaries where Democrats can cross over for more moderate candidates?

I believe the County Chair should be elected by the County Executive Committee but ultimately it is up to all the members of the state party to decide how the party should be structured.

There's discussion about making major revisions to the RPT Platform. Please describe the nature of any major changes you support.

I’m not sure what is meant by major changes. I don’t know that there are any major changes I would make to the platform. That being said, I do wish that the party would put more effort and emphasis into certain parts of the platform such as securing our elections through instituting penalties for election officials that knowingly or grossly violate election law, passing school choice legislation, securing the Texas border, and censuring Republican candidates that vote against the platform.

What's your position on Texas House Speaker Dade Phelan?

Dade Phelan has got to go! But what really needs to happen is that we need a state legislature that is willing to have the courage to diminish the power the house speaker has. No one person should have the power to unilaterally derail the will of the people though our representatives. Why bother having a legislature if the speaker dictates policy? Does that not nullify through subversion tactics the people’s right to a representative government? Justice Gorsuch said this best during oral arguments in In SEC vs. Jarkesy by saying “We don’t usually say that the government can avoid a constitutional mandate merely by relabeling or moving things around. It is as much a violation to do something indirectly as directly.” Isn’t that exactly what our legislature has done? Indirectly nullified our right to a representative government by giving their power away to the speaker of the house?

Budget

Would you support legislative action to establish a salary framework (possibly related to the Gov. salary) for all taxpayer funded employees with a stipulation that elected officials be required to get voter approval to exceed that framework for their own salaries?

Yes.

Education

Do you support or oppose social programs in our schools (like C-Scope, Common Core, CRT, International Baccalaureate, SEL, etc.)? Why or why not?

I assume you mean taxpayer funded schools; I oppose these politically motivated social programs in taxpayer funded schools. Private schools can make whatever poor decisions they would like to make.

Ethics

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

No, I do not have anything of an embarrassing nature in my background. I did file for business bankruptcy in 2009, but I do not consider that embarrassing.  I took out a small SBA loan and opened a business that was very successful for 3-4 years. I had paid back half the loan when the financial crisis of 2008 hit, it destroyed my business. I tried to keep the business afloat with personal funds but the rent for the business was close to $5,000 per month. I had 5 children to care for, so we had no choice but to cut our losses. I paid more in income taxes every year than the value of the SBA loan that was cleared through bankruptcy and have paid it back to the government many times since. I have both benefited from and been on the injured side of business bankruptcy and I still believe it is important to the health of our economy to help businesses with financial support, especially during economic downturns caused by reckless government policy.

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

Yes. Freedom of association does not just protect the party; it protects our rights as individuals. Precinct chairs have a right to support who they want. Our constituents respect us and look to us for guidance on who to vote for, it would do a disservice to the grassroots to prevent us from participating in that process.

Should the county GOP chair be involved in any other political organizations, including PAC's, while serving a term as the chairman? Why or why not?

It depends on what you mean by “involved”. The chair should be free to speak at or attend the meetings of other political organizations, but I believe it would be a conflict of interest for the chair to serve on a board, fundraise or promote another political organization while serving as the chair.

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, sign of heartbeat, 3 months of pregnancy, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

I believe the right to life begins at conception. I believe that human life is sacred. I believe that includes the life of the mother. I will support candidates and legislation that reflect my beliefs.

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

Stop any government funding that supports illegal immigration.

Enforce U.S. Constitution Article 4 Section 4-declared invasion.

Invoke Article 1, Section 10, Clause 3 of U.S. Constitution-defend the State of Texas via Texas military.

Deny public funds to "Sanctuary Cities/Counties.”

Demand state agencies enforce current immigration laws.

Other

What does being a conservative mean to you?

Answered above.

List 3 changes that should be made to how elections are conducted in Montgomery County.

Without requiring legislative changes: Clean voter rolls and create a static voter roll list for each precinct before early voting begins and another at the end of election day and compare the changes and look for any inconsistencies; conduct public hand count audits that are in addition to the SOS controlled audits but outside of SOS control; ensure all election laws are followed by all election officials and ignore all directions from the SOS to deviate from or ignore election law.

Do you support current RPT chair Matt Rinaldi in full and if not, what do you disagree with?

I do not support RPT Chair Rinaldi in full. I believe his failed leadership has allowed for the attacks on conservative precinct chairs throughout Texas and his inaction in those matters, many concerning gross violations of Party Rules and County By-laws, has caused irreparable harm to the reputation of the party and to the precinct chairs involved in those disputes.
